The Public Utilities Board of Manitoba is looking to fill one of the permanent full-time positions in the team assigned to the water and wastewater utilities portfolio.
Duties:
The Administrative Officer is a key member of The Public Utilities Board of Manitoba (PUB) water and wastewater team, working closely with key internal and external stakeholders to support operational, administrative, business and regulatory initiatives of the PUB.
The position is comprised of administrative and communication responsibilities for the approximate 240 water and wastewater utilities in Manitoba regulated by the PUB and minor responsibilities for other utility related portfolios of the PUB. It is an investigative and advisory role in the reviewing and processing of applications from water and wastewater utilities as they relate to the relevant legislation, the PUB’s rules of practice and procedure, basic financial principles and PUB guidelines, as well as providing frontline services responding to ratepayers and municipal officials.
Qualifications:
Essential:
- Formal post-secondary education in public administration, business administration, Business Analysis and demonstrated accounting experience and/or a student in the Chartered Professional Accountants (CPA) program. A combination of education and experience may be considered.
- Investigatory and financial analysis skills with demonstrated numeracy skills, and ability to interpret, summarize and convey this information clearly to senior staff and/or Board Members.
- Strong written communication skills including experience in drafting and developing correspondence, reports, briefings and experience in proofreading and editing business correspondence in final form.
- Strong listening and verbal communication skills, including experience dealing effectively with the public over the telephone and in person and ability to understand and communicate technical material to persons of various backgrounds
- Experience with government administrative policies and procedures and maintaining hard-copy, electronic filing and web-based document tracking systems, including ability to interpret various legislative and policy frameworks.
- Experience handling sensitive material in a confidential and professional manner.
- Ability to work independently with strong organizational skills, including ability to prioritize workloads, multitask, and work on concurrent assignments with strict deadlines. Demonstrated ability to use sound judgement in identifying and escalating high priority tasks.
- Strong interpersonal skills including the ability to work effectively with the public, other staff, various stakeholders, and within a team environment, including ability to manage conflict.
- Experience working with Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint), Adobe Acrobat and Apple iPads.
Desired:
- Knowledge of laws, regulation, and stated government policy with respect to the regulation of water and wastewater utilities.
- Familiarity with Public Sector Accounting Board Standards.
- Experience with Municipal Administration.
- Knowledge of the Public Utilities Board’s regulatory framework and reporting requirements.
- Experience with SharePoint, website platforms, and Adobe InDesign would be an asset.
- Ability to read, write and verbally communicate in French.
