GENERAL DESCRIPTION
The Procurement Manager is responsible for planning, organizing, and overseeing all procurement and material planning activities. He or she ensures that procurement operations are strategically aligned with business objectives while guaranteeing performance in terms of cost, quality, and delivery times.
The incumbent leads teams of buyer-planners, develops organizational capabilities, and implements robust strategies to optimize the supply chain, support production, and secure the company’s programs. He or she also acts as a key partner to operations, engineering, and program management.
KEY RESPONSIBILITIES
Team Management
- Lead, motivate, and develop a team of buyer-planners
- Set individual and team goals and ensure they align with organizational priorities
- Supervise, coach, and assess employee performance
- Oversee talent recruitment, development, and retention initiatives
Program and Operations Management
- Ensure the planning and execution of procurement activities in support of programs
- Identify, assess, and mitigate procurement-related risks (cost, quality, timelines)
- Implement procurement strategies tailored to project needs
- Ensure rigorous monitoring of operational performance using key performance indicators (KPIs)
- Proactively escalate critical issues to management
Supplier Management
- Define and implement supplier portfolio management strategies
- Develop and maintain strong, long-term relationships with strategic suppliers
- Identify and evaluate new suppliers based on strategic needs
- Manage supplier risks and ensure supply continuity
Strategy and Continuous Improvement
- Define and implement initiatives for the continuous improvement of procurement and planning processes
- Optimize processes to improve efficiency, quality, and lead times
- Help define the strategic vision for operations and lead transformation projects
- Ensure compliance with internal standards and support audits
Financial Management and Governance
- Establish and monitor procurement budgets and contribute to cost-reduction objectives
- Implement robust governance practices and ensure compliance with internal policies
- Contribute to resource and capacity planning processes
- Participate in bidding and proposal processes
REQUIRED QUALIFICATIONS
- Strong understanding of complex manufacturing environments (ideally aerospace or technology)
- Proficiency in ERP systems and material requirements planning (MRP)
- Advanced data analysis skills (Excel and analytical tools)
- Excellent communication, negotiation, and stakeholder management skills
- Demonstrated leadership and ability to manage multiple priorities in a dynamic environment
- Bilingual in French and English (spoken and written) (Contact with customers outside Quebec )
PROFESSIONAL EXPERIENCE
- At least 10 years of procurement experience in a project-based organization
- 5 years of experience in personnel management in a dynamic environment
EDUCATION
- Bachelor of Business Administration
