Duties
As a Director within the Digital Systems and Innovation Branch at the Canada Energy Regulator (CER), you provide strategic and operational leadership for the delivery of technology and digital services that enable the organization to achieve its regulatory mandate. This role is pivotal in ensuring the CER’s IT investments, services, and platforms are secure, reliable, compliant, and aligned with organizational priorities and Government of Canada digital direction.
You lead a multidisciplinary team responsible for delivering components of the IT Program. As a member of the business unit leadership team, you contribute enterprise level perspective, sound judgment, and collaborative leadership to support effective IT Program delivery.
Core Responsibilities:
People Leadership
Lead and support a team of technology and digital professionals by setting clear direction, establishing accountabilities, and fostering a respectful, inclusive, and high performing workplace. You provide coaching and guidance to support employee development, performance management, talent management, and succession planning, while ensuring accessibility, accommodation, and values based leadership are integrated into day to day management practices.
IT Program and Service Delivery Leadership
Oversee the planning, delivery, and continuous improvement of the IT Program and associated projects and initiatives within your area of responsibility. You ensure that technology solutions and services, as well as IT program analytics and planning are delivered efficiently and reliably, meet client and business needs, and align with organizational priorities, service expectations, and approved strategies.
Strategic Planning and Portfolio Alignment
Contribute to enterprise and business unit planning by setting strategic and operational priorities for IT initiatives and services. You support the alignment of technology investments with organizational outcomes through portfolio planning, prioritization, and trade off analysis, ensuring an enterprise first perspective in decision making.
Governance, Risk, and Compliance Leadership
Ensure IT Program is delivered in alignment with applicable legislation, Treasury Board of Canada Secretariat policies, directives, standards, and guidance, including those related to service delivery, digital, cyber security, and artificial intelligence. You identify and manage risks, implement mitigation strategies, and provide assurance to senior management regarding the integrity, security, and resilience of IT services and platforms.
Advisory and Stakeholder Engagement
Serve as a trusted advisor to senior management by providing clear, timely, and well reasoned advice on IT and digital matters. You prepare and deliver high quality briefings and recommendations, communicate complex technical and risk based issues in accessible terms, and engage effectively with internal and external stakeholders, including central agencies, service partners, and business clients.
Financial and Resource Stewardship
Manage allocated financial and human resources with a focus on stewardship, transparency, and results. You oversee budgeting, forecasting, and reporting for IT and digital initiatives and services within your scope, ensuring resources are used effectively and adjustments are made in response to changing priorities or risks.

This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
- annual performance pay which includes elements of individual performance and corporate performance.
