About the role
The Proposal Manager leads the coordination and delivery of ETRO’s proposals and pursuit submissions. This role is responsible for keeping pursuits organized, on schedule, and aligned with ETRO’s standards throughout the full proposal lifecycle. Reporting to the Brand + Culture Director, the Proposal Manager provides leadership and support to the Brand + Proposal Coordinators while working closely with Estimating, Pre-Construction, Operations, and Leadership teams to transform technical information into clear, polished, and client-focused submissions. This position also ensures proposal workflows run smoothly across multiple concurrent pursuits and focuses on execution, team coordination, and proposal quality while supporting broader business development and brand initiatives.

What you’ll do
Proposal Coordination and Delivery
- Lead the coordination and production of project pursuit documents including RFPs, RFQs, EOIs, and design-build proposals.
- Manage proposal schedules, deadlines, and submission checklists.
- Coordinate and run kick-off meetings and ensure alignment throughout the submission process.
- Ensure all proposals are accurate, complete, compliant, and delivered on time.
- Manage final submission preparation including formatting, printing, packaging, and digital uploads.
Content Development and Management
- Review proposal content to ensure consistency, clarity, presentation, and professionalism.
- Work with the team to gather project information and develop strong client-focused messaging.
- Maintain and organize proposal content.
- Support interview preparation and presentation development for shortlisted pursuits.
- Track and maintain proposal activity and pursuit information.
Team Leadership and Support
- Provide guidance and support to the Brand + Proposal team.
- Support training and development of new and existing team members through mentorship and feedback.
- Support development related to proposal processes, writing standards, and submission quality.
- Contribute to creating a collaborative, organized, and positive team environment.
Process and Quality Improvement
- Ensure proposals and presentations follow ETRO’s established brand standards.
- Support ongoing improvements to proposal workflows.
- Identify opportunities to improve efficiency, organization, and overall proposal quality.
Cross-Functional Collaboration
- Collaborate with Estimating, Pre-Construction, Operations, and Leadership teams to coordinate pursuit requirements and gather technical information.
- Coordinate with external vendors or consultants for content as needed.
- Support business development initiatives through effective communication and pursuit coordination.
Business Development
- Support business development strategy through opportunity tracking, pursuit planning, and client-focused proposal development.
- Manage and maintain the CRM, Airtable, and monitor bid sites for upcoming opportunities.
- Lead business development meetings, track action items, and support go/no-go decision-making.
- Assist in developing qualifications packages, presentations, and other business development materials.
What you bring
- 5+ years of experience leading proposal, pursuit strategy, marketing, or communications functions within the construction, architecture, or professional services industry.
- Familiarity with RFP/RFQ processes, pursuit cycles, and proposal management tools.
- Experience in brand management, corporate communications, marketing, or business development leadership roles is considered an asset.
- Ability to coach and lead business development and proposals professionals through high-pressure timelines.
- Technical Proficiency: Proficiency in Microsoft Office, Adobe Creative Suite, especially InDesign, and CRM tools such as Airtable or similar.
- High attention to detail and ability to manage multiple concurrent deadlines.
- Strong writing and editing ability with a sharp eye for grammar and structure.
- Ability to translate technical concepts into clear, persuasive narratives.
- Collaborative mindset and adaptability to changing requirements.
- Core Skills: Scheduling and planning, leadership, project management, writing, formatting, time management, organization, and visual communication.
- Communication: Exceptional written, verbal, and presentation skills for internal and external communications and submissions.
