About the position

Duties
As a Data Advisor (EC-06), the selected candidate will be responsible for:

managing and guiding projects, developing advice, policy briefs and briefing materials related to foreign information threats;
writing and delivering reports and presentations that include data visualization techniques;
collaborating across GAC, with other federal departments and agencies and international partners;
managing a team.

As a Senior Data Analyst (EC-05), the selected candidate will be responsible for:

writing and delivering reports and presentations that include data visualization techniques related to foreign information threats;
processing and managing large datasets using data analytic, programming or scripting languages;
collaborating across GAC and with other federal departments and agencies.

As a Data Analyst (EC-04), the selected candidate will be responsible for:

identifying and collecting information from a broad range of publicly available sources;
processing and managing large datasets using data analytic, programming or scripting languages.

This selection process aims to create a pool of fully or partially qualified candidates to meet the current and future operational needs of the Cyber, Critical Technology and Democratic Resilience Bureau - IOD. The positions to be staffed may require various language profiles, different security requirements, and varying employment tenures. This pool may also be used to staff similar positions within Global Affairs Canada.

The positions to be staffed immediately require a full-time on-site presence in Ottawa.

This inventory will remain open for one (1) year and may be extended for an additional year. Applications received may be searched periodically for assessment purposes, generally on a monthly basis. However, several searches may be conducted during the first few months of the posting period. Subsequent searches will be conducted based on operational requirements. The frequency and timing of searches may be modified at any time.

Conditions of employment

Secret security clearance - Managers may establish conditions of employment (e.g.: Top Secret security clearance, variable hours or fixed) specific to the position being staffed.

As of January 13, 2025, Canadian citizenship is a requisite for obtaining Secret security clearance at Global Affairs Canada. Permanent residents are welcome to participate in this staffing process. However, since Secret security clearance is a condition of employment for this(ese) position(s), they will not be eligible for appointment unless they become Canadian citizens.

Operational Requirements

Willingness and ability to work on-site five (5) days per week in Ottawa.
Willingness and ability to travel within Canada and abroad for short periods at a time.
Willingness and ability to work overtime, on short notice.

Your application must clearly explain how you meet the following

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE

For EC-04, EC-05, EC-06:

EX1 – Significant* experience using Open Data Analytics** and/or open-source intelligence (OSINT) techniques on issues related to foreign information threats, intelligence or national security.

EX2 – Significant* experience processing and managing large datasets using various analytical methods and statistical techniques including: working with one or more data analytic, programming or scripting language (for example: Python, R, or Java), and using various analytics tools, dashboards and business intelligence platforms and integrated development environments (IDE).

EX3 – Significant* experience working on foreign information threats, intelligence or national security, specifically focused on at least one of the following geographic regions: Indo-Pacific, Middle East and North Africa (MENA), West Asia, Russia, Central and Eastern Europe, Latin America, or Sub-Saharan Africa.

Significant experience is defined as relevant, recent experience generally acquired within the last seven (7) years and of a minimum duration of:

one (1) year for the EC-04 level;
three (3) years for the EC-05 level; and
four (4) years for the EC-06 level.
**Open Data Analytics: collect, process, analyze, investigate and visualize open source (including various digital information environment and social media platform) data.

For EC-05 and EC-06:

EX4 – Significant* experience communicating data-informed analysis, writing reports and designing and delivering presentations, including utilizing data visualization techniques.

Significant experience is defined as relevant experience generally acquired over a period of at least two (2) years within the last seven (7) years.

For EC-06:

EX5 – Significant* experience developing briefing materials or policy briefs and providing advice to senior management** on issues related to foreign information threats, intelligence or national security.

EX6 – Experience leading a team on a project related to foreign information threats, intelligence, or national security issue.

Significant experience is defined as having performed complex activities related to these tasks in a wide variety of situations over a period of approximately three (3) years within the last seven (7) years.

**Senior management refers to executives at the Director level (EX-01 or equivalent) or above.

ASSET KNOWLEDGE

AK1 – Knowledge of the political systems and foreign policies of at least one of the following regions:

Indo-Pacific (including China);
Russia;
Central and Eastern Europe;
Middle East and North Africa (MENA);
West Asia.

AK2 – Knowledge of key analytic frameworks and concepts for understanding the digital information environment and emerging technology, including but not limited to: data feminism, algorithmic accountability and bias, digital divides and inequality, or identity-based disinformation (IBD), etc.

ASSET SKILL

ACOM1 – Ability to read and communicate orally in one of the languages* used in the following regions:

Indo-Pacific;
Middle East and North Africa (MENA);
West Asia;
Latin America;
Sub-Saharan Africa;
Russia;
Central and Eastern Europe.

Proficiency is defined as at least level 2 on the Interagency Language Roundtable scale (ILR). Candidates indicating a working ability in another foreign language may be tested by the Department as part of the hiring process.
