The Town of Logy Bay-Middle Cove-Outer Cove is seeking a qualified and detail-oriented individual to join our team as Planning & Development Officer. This is a full-time, permanent position.
Reporting to the Manager of Planning & Public Works, this position provides technical planning, development control, permitting, inspection, GIS, and mapping support for the Town. The successful candidate will assist with development application review, permit processing, site inspections, compliance matters, public and applicant inquiries, planning reports, mapping products, and support for planning-related policies, by-laws, appeals, and statutory planning processes.
KEY RESPONSIBILITIES
The Planning & Development Officer will be responsible for:
- Reviewing development applications, subdivision submissions, discretionary uses, variances, non-conforming use applications, and related development proposals.
- Preparing technical comments, file notes, recommendations, draft planning reports, correspondence, public notices, permits, compliance letters, and other development-related documentation.
- Issuing development permits and related documents within delegated authority and established Town procedures.
- Conducting site inspections and documenting compliance with approved plans, permit conditions, Town regulations, policies, and other applicable requirements.
- Maintaining GIS data and preparing maps, sketches, figures, and spatial analysis products to support development review, public notices, Council/Committee reports, inspections, and internal decision-making.
- Responding to inquiries from residents, applicants, developers, consultants, contractors, staff, Council, committees, and external agencies.
- Supporting the Manager of Planning & Public Works with planning reports, policy and by-law review, statutory planning processes, development matters, and appeal preparation.
QUALIFICATIONS
The successful candidate will have:
- A bachelor’s degree in planning, diploma in planning technology, diploma in civil engineering technology, or an equivalent combination of education, training, and experience related to municipal planning, land development, development control, or civil engineering technology.
- A minimum of two years of related experience in municipal land use planning, development control, development review, permitting, GIS/mapping, civil engineering technology, or a related field.
- Demonstrated ability to interpret and apply municipal plans, development regulations, zoning requirements, by-laws, policies, technical standards, and applicable legislation.
- Ability to review and interpret development proposals, subdivision plans, site plans, surveys, design drawings, maps, legal descriptions, rights-of-way, easements, covenants, technical reports, and other development-related documents.
- Experience using GIS software to maintain spatial data and prepare mapping products.
- Strong research, analytical, problem-solving, organizational, written communication, and interpersonal skills.
- Proficiency with Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
- A valid Class 5 Driver’s Licence and a clean driver’s abstract.

- Salary Band: Band 3 ($52,850 - $65,000)
