Position Title: Chief Administrative Officer (CAO)
Reports To: Municipal Council
Status: Full-Time
Position Summary
The Chief Administrative Officer (CAO) is the senior administrative official of the municipality and is responsible for the overall management and operation of the municipal office. The CAO provides professional advice and support to Council, implements Council’s policies and decisions, oversees municipal finances, manages staff and municipal services, and ensures compliance with applicable legislation, bylaws, and regulations.
Key Responsibilities
Administration
- Direct and oversee the day-to-day operations of the municipal office.
- Implement policies and decisions adopted by Council.
- Develop administrative policies and procedures.
- Ensure compliance with municipal legislation and regulations.
- Maintain official municipal records and documents.
- Coordinate municipal elections and public notices as required.
Council Support
- Attend Council meetings and provide professional advice and recommendations.
- Prepare Council agendas and meeting packages.
- Record or oversee the preparation of meeting minutes.
- Research and prepare reports for Council consideration.
- Facilitate communication between Council, residents, and stakeholders.
Financial Management
- Prepare and administer the annual municipal budget.
- Monitor revenues and expenditures.
- Oversee taxation, utility billing, and accounts receivable/payable.
- Ensure accurate financial reporting and year-end audit preparation.
- Manage municipal investments and reserve funds.
- Apply for and administer grants.
Human Resources
- Supervise and evaluate municipal staff.
- Coordinate recruitment, hiring, training, and performance management.
- Ensure compliance with employment standards and workplace safety requirements.
- Foster a positive and professional workplace culture.
Bylaw Enforcement and Public Services
- Oversee the administration and enforcement of municipal bylaws.
- Coordinate public works, infrastructure maintenance, and contracted services.
- Respond to resident inquiries, complaints, and concerns.
- Support emergency management planning and response activities.
Planning and Development
- Administer development permits and planning processes.
- Ensure compliance with zoning bylaws and development regulations.
- Liaise with developers, contractors, government agencies, and consultants.
Qualifications
- Certificate, diploma, or degree in Local Government Administration, Public Administration, Business Administration, or a related field.
- Completion of or willingness to complete municipal administration certification programs.
- Experience in municipal administration, preferably in a resort village or small municipality.
- Knowledge of municipal legislation, finance, governance, and administration.
- Strong leadership, organizational, financial, and communication skills.
- Proficiency with municipal software and Microsoft Office applications.
Preferred Qualifications
- Local Government Administration Certificate.
- Experience preparing municipal budgets and financial statements.
- Experience working directly with elected officials.
- Knowledge of planning and development processes.
Working Conditions
- Regular office hours with occasional evening Council meetings.
- Attendance at public meetings, workshops, conferences, and training sessions as required.
- Ability to manage multiple priorities and respond to urgent municipal matters.
Compensation
Salary and benefits shall be established by Council and based on qualifications, experience, and municipal policy.
The CAO serves as the principal administrative advisor to Council and is responsible for ensuring the efficient, effective, and accountable operation of the municipality.
Pay: $25.00-$30.00 per hour
