Employment Opportunity – Town Clerk/Manager
The Town of Hermitage-Sandyville is seeking a qualified, experienced, and motivated professional to join our team as Town Clerk/Manager. This is a permanent leadership position responsible for the effective administration, financial management, and day-to-day operations of the Town.
This opportunity is ideal for a dedicated municipal professional who is passionate about community service, public administration, and local government leadership.
Summary of Duties and Responsibilities
· Overseeing and managing the daily operations and staff of the Town
· Responsible for the Municipal Taxation invoicing each year, using the proper mil rate and applying it to each assessed property.
· Referring to the TOWNS AND LOCAL SERVICE DISTRICT ACT for legalities
· Providing organizational, administrative, fiscal, and operational leadership
· Analyzing municipal and administrative matters and providing recommendations to Council
· Developing, implementing, and maintaining Town policies and procedures
· Preparing and presenting annual budgets and monthly financial reports to Council
· Filing government remittances such as HST and Payroll, as well as organizing the annual audit.
· Responding to resident inquiries, concerns, and complaints in coordination with the Council
· Preparing Capital Works Projects as well as the book work associated, paying invoices etc...
· Acting as a liaison between the Town and external boards, agencies, and commissions
· Responsible for Snow Clearing preparation year in advance, (ordering salt/sand etc.…) as well as invoicing
· Attending and participating Town Council meetings, minute taking and providing administrative support to Councillors
· Returning Officer for all municipal elections
· Ensuring all municipal documentation (permits, assessments, property transactions, etc.) remains current and compliant
· Administering and overseeing payroll processing, bank reconciliations, accounts receivable and accounts payable
· Administration for 6 Cottage Units- Collection of Rent, snow clearing, lawn services and remediating items needing attention
· Community Garden – ordering stock for the season
Qualifications
Education
Applicants should possess:
- A two-year Office Administration, Office Management, Computerized Accounting, or Bookkeeping diploma/program
- or
- Equivalent education and relevant experienceExperience & Skills
Preferred qualifications include:
- Minimum two (2) years municipal administration experience
- Minimum one (1) year HR or administrative leadership experience
- Experience with Sage 50 Accounting software
- Proficiency in Microsoft Office and Microsoft Excel
- Strong organizational, communication, and financial management skills
- Ability to work independently and maintain confidentiality
- Knowledge of municipal legislation and procedures would be considered an asset
Ability to commute/relocate:
Hermitage-Sandyville NL: reliably commute or plan to relocate before starting work (required)
Job Type: Permanent Part-Time (subject to 90-day probationary period)
Hours: 30-35 hrs/week
Pay: $25.00/Hour
Benefits: 4%Vacation pay
