Job Title: Manager, People and Operations

Salary Range: $80,000 - $90,000 per annum

Position Overview: The People & Operations Manager is a key leadership role responsible for ensuring Pacifica Treatment Centre operates as a safe, supportive, and high‑functioning environment for clients and staff. This position oversees the Kitchen Team, Facilities/Maintenance Team, and Human Resources functions, ensuring alignment between people practices, operational excellence, and the organization’s therapeutic mission.
The role blends strategic planning with day‑to‑day operational support, fostering a positive workplace culture while ensuring the centre’s physical environment and service delivery meet the highest standards of safety, quality, and compassion.
Key Duties and Responsibilities:
1. People & Culture (Human Resources)
- Lead recruitment, onboarding, and offboarding processes for all staff.
- Maintain HR policies, employee files, and compliance with employment standards and WorkSafeBC.
- Support managers with performance management, coaching, and employee relations.
- Coordinate training, professional development, and certification tracking.
- Champion a healthy, inclusive, and trauma‑informed workplace culture.
- Manage HR systems, scheduling tools, and internal communication processes.
- Support organizational initiatives related to DEI, wellness, and staff engagement.
2. Operations Leadership
- Oversee daily operational needs across the centre’s residential, clinical, and administrative spaces.
- Develop and maintain operational procedures that support safety, efficiency, and client experience.
- Collaborate with leadership to plan and execute operational improvements and organizational projects.
- Ensure compliance with licensing, accreditation, and health/safety standards.
- Manage operational budgets related to facilities, kitchen, and supplies.
3. Facilities & Maintenance Oversight
- Supervise the Maintenance Coordinator and ensure timely completion of repairs and preventative maintenance.
- Conduct regular facility inspections to identify safety risks or maintenance needs.
- Coordinate contractors and vendors for specialized work, renovations, or system servicing.
- Ensure building systems (HVAC, fire safety, security, plumbing, etc.) meet regulatory and operational requirements.
- Maintain documentation for inspections, repairs, capital assets, and compliance reporting.
4. Kitchen & Food Services Oversight
- Provide leadership and support to the Kitchen Team, ensuring high‑quality, nutritious meal service for clients.
- Ensure compliance with food safety regulations and kitchen hygiene standards.
- Oversee menu planning, food purchasing, inventory management, and cost control.
- Support the staffing, scheduling, and performance management for the Kitchen Team directly.
- Ensure kitchen operations align with the therapeutic and cultural needs of the client community.
5. Health, Safety & Compliance
- Lead WorkSafeBC compliance, incident reporting, and safety training initiatives.
- Maintain emergency preparedness plans and coordinate drills.
- Ensure all operational areas meet licensing and accreditation standards for treatment facilities.
- Promote a culture of safety across all departments.
6. Leadership & Collaboration
- Serve as a key member of the management team, contributing to organizational planning and decision‑making.
- Foster strong communication and collaboration between departments.
- Model Pacifica’s values of respect, compassion, and accountability.
- Support change management and continuous improvement initiatives.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field. A Master's degree is an asset.
- Minimum of 3-5 years of HR management experience in a unionized healthcare environment.
- Strong understanding of collective bargaining, labour relations, and employment law.
- Experience with HRIS and scheduling software, preferably ADP.
- Demonstrated commitment to EDI, health equity, human rights, and cultural safety.
- Excellent communication, interpersonal, and conflict resolution skills.
- Ability to provide strategic advice to senior management and work collaboratively with diverse teams.
- High emotional intelligence, with the ability to empathize, build relationships, and effectively manage emotions in a professional setting.
