POSITION TITLE Special Constable - Property
SUPERVISOR CERB Supervisor
SALARY RANGE Job Class VI ($79,451.840 – $93,710.240 - 2026 Rates)
MINIMUM REQUIREMENTS:
- Will be required to successfully complete Use of Force training.
- Must successfully complete fitness testing and psychological assessment as required for the Special Constable position.
- Preference will be given to applicants that have completed the mandated training requirement for special constables and or individuals under Section 92(12) of Ontario's Community Safety and Policing Act, 2019.that special constables are legally exempted from having to complete the initial mandated training requirements for as long as they remain continuously appointed.
- Be a Canadian citizen or permanent resident of Canada.
- Be of good moral character and habits.
- Never have been convicted of a Criminal Offence committed in any jurisdiction for which a pardon has not been granted. Provide proof of date of birth to verify this information.
- Be prepared to undergo and successfully complete a structured interview, comprehensive background investigation along with medical testing, psychological testing, vision field-testing, auditory standard testing, fitness testing and any other job-appropriate tests as set by the Service.
- Be qualified in Standard First Aid, CPR-C and AED (Cardio-Pulmonary Resuscitation and Automated External Defibrillator).
- Have a valid G Class driver’s licence with no more than six (6) demerit points.
- Working knowledge of CPIC, RMS NICHE
Experience and training dealing with people who are in custody or detained.

FUNCTIONAL RESPONSIBILITIES:
- Receiving, processing and storing property and drugs seized in accordance with Police Service Policies. Releasing property to officers for court purposes. At direction of investigating officer, disposing of drugs and property when it is no longer required. Disposing of found drugs or drugs seized for destruction only at direction of supervisor.
- Receiving, processing and storing all property found in accordance with Police Service Policies. Under direction of supervisor, disposing of same by auction, return to owner or destruction in accordance with Service Regulations and the Police Services Act.
- Ensuring that property is entered into inventory using Niche RMS and any other approved inventory control system. Ensuring accurate records are maintained of all transactions in a timely manner including any changes to the inventory status.
- Preparing and completing audit forms as required for Records Bureau and other reports as required including the annual Firearms Seizure Report.
- Preparing supplementary reports on Niche RMS for all items disposed of (returned/auctioned/destroyed).
- Confirming all disposition dates on Niche RMS for the release of property.
- Picking up found bicycles (if required) and attempt to return to owner. Maintaining records on same and arranging for auction when required.
- Receiving and under authority of supervisor issue equipment and uniforms form Quartermaster Stores.
- Preparing for, assisting at and maintain computer entries for property auctions.
- Receive, process, and verify firearms submitted into the Service’s property and exhibit storage area. Complete required legislated training. Submit reports to the Canadian Firearms Program as required.
- Ensuring the security of the Court House and the safety of all persons attending while the Court House is open including operation of magnetometer. Dispose of any seized items as per Service policy.
- Ensuring the safety and security of all prisoners attending at the Court House. Retain and secure property/ possessions of prisoners while in their care and control as per Service policy.
- Transporting and ensuring prisoners are present at the proper courts at the proper times.
- Being available, at the discretion of the Court Security Supervisor, to transport in-custody persons.
- Serving legal documents such as summonses, subpoenas, CEA notices and warrants as required.
- Monitoring of entrances and alarm system for all offices in the Court House.
- Notifying Security Supervisor or Trial and Security Coordinator of any unusual activity or security risks.
- Operate module control unit (pod) under the direction of a supervisor including the camera monitoring system.
- Perform electronic fingerprinting duties and update NICHE RMS as required.
- Taking DNA samples as ordered by the courts.
- Performing any other duties as assigned.
