What you will do:
Reporting to the Manager of Planning Implementation in the Planning Division, your primary responsibilities will include, but are not limited to, the following:
- Respond to zoning inquiries and conduct related research, including zoning clearances for the Rental Housing Licensing By-law
- Evaluate applications under the Rental Housing Licensing By-law for zoning, site plan, and building permit compliance
- Prepare letters of zoning compliance
- Process, review and issue sign permits
- Provide assistance, support and backup to committees, such as the Committee of Adjustment, Site Plan Review Committee, Sign Variance Committee, Fence Variance Committee, and Municipal Heritage Committee as required. This involves responding to inquiries, advising on process, maintaining accurate minutes, supporting meetings, and ensuring process requirements are met
- Evaluate building permits for zoning and site plan compliance
- Fee calculations related to parkland dedication, community benefit charges, complete community contributions, and development charges
- Process various by-law and permit applications for the Planning Division and IPPW
- Conduct research and data collection/management for the Planning Division
- Analyze, implement and apply policies, zoning regulations, and urban design guidelines related to land use compatibility, built form, streetscape and site planning for a wide range of development applications
- Provide and contribute towards innovative design and planning solutions for development proposals
- Evaluate, process and provide comments on Community Improvement Plan applications
- Assist Planners and team members with development application research and administration
- Represent the Planning Division on special studies and projects, both internal and external to the City
- A strong representative and ambassador for the City, promoting urban planning and customer service excellence
- Other projects as assigned by the City’s Manager of Planning Implementation or Director of Planning
What you will bring:
- A post-secondary Diploma in Urban Planning or related field.
- A minimum of two (2) years of land use and development planning experience; equivalent combinations of education and experience may be considered.
- Demonstrated understanding, knowledge and skills in the application and interpretation of the Planning Act and other relevant legislation, policies, regulations and guidelines.
- Experience and understanding of Zoning By-law regulations, including an understanding of built form, community design, intensification, sustainability, and architectural best practices.
- Able to successfully communicate with agencies, developers, consultants, and the community using strong communication, interpersonal, customer service and leadership skills.
- Able to work independently and within a multi-disciplinary team.
- Good report writing, documentation, and record keeping skills.
- Experience with the City of Waterloo Rental Housing Licensing By-law and Sign By-law is an asset.
- Demonstrated ability to make decisions, formulate recommendations, and exercise discretion, tact and sensitivity.
- Able to deal harmoniously and diplomatically with the general public, colleagues and elected officials.
- Strong computer skills and working knowledge of Microsoft Office.
- Local municipal planning experience and knowledge of the City of Waterloo is an asset.
- Valid MTO ‘G’ class driver’s licence in good standing or access to reliable transportation for business use purposes is required.
