Paqtnkek Mi’kmaw Nation is seeking an experienced and motivated Fisheries Operations Manager for a 2-month term position to lead the planning, management, and growth of our commercial fisheries operations. This is a key leadership role responsible for overseeing the operational, financial, and strategic success of the Fisheries Department while supporting the Nation’s long-term economic development goals and honoring Mi’kmaw values, culture, and stewardship.
The successful candidate will oversee all aspects of fisheries operations, including personnel, fleet management, regulatory compliance, budgeting, stakeholder relations, and program development to ensure a safe, sustainable, and profitable fishery that benefits the community.
Key Responsibilities
Strategic Leadership
- Develop and implement operational fisheries plans aligned with the strategic direction of Paqtnkek Mi’kmaw Nation.
- Identify opportunities to improve operations, increase revenue, and expand fisheries initiatives.
- Research and analyze emerging trends and opportunities within inshore and mid-shore fisheries.
Operations Management
- Oversee the day-to-day operations of the Fisheries Department.
- Manage Band-owned vessels, equipment, and fishing gear.
- Implement preventative maintenance programs for vessels and equipment.
- Monitor program performance and recommend operational improvements.
- Ensure accurate reporting and effective management of fisheries information systems.
Leadership & Human Resources
- Supervise and mentor Fisheries Department staff.
- Recruit, onboard, train, and develop employees.
- Conduct performance evaluations and address employee performance issues when required.
- Promote a culture of safety, teamwork, accountability, and continuous improvement.
Financial & Administrative Management
- Develop project work plans and manage departmental budgets.
- Ensure responsible allocation of labour, equipment, and financial resources.
- Purchase fishing equipment and supplies within approved budgets.
- Develop and implement fisheries-related policies and procedures.
Governance & Reporting
- Prepare reports, statistics, and recommendations for Chief and Council.
- Support Fisheries Advisory Committee meetings by preparing agendas, reports, and updates.
- Provide advice regarding fisheries-related issues and initiatives.
Community & Stakeholder Relations
- Represent Paqtnkek Mi’kmaw Nation in fisheries-related meetings and working groups.
- Build positive relationships with Fisheries and Oceans Canada (DFO), Transport Canada, buyers, processors, suppliers, industry organizations, and other First Nations.
- Resolve operational issues and facilitate collaborative partnerships that support community fisheries.
Qualifications
Education & Experience
- Post-secondary education in Fisheries, Marine Studies, Navigation, Business, Resource Management, or a related field is considered an asset.
- Minimum five (5) years of progressively responsible experience within the commercial fisheries industry.
- Previous leadership or management experience.
- Experience working within a First Nations organization is considered a strong asset.
- Experience preparing reports, briefing notes, recommendations, and correspondence.
- Valid Class 5 Driver’s Licence and access to reliable transportation.
- Valid First Aid, CPR, and WHMIS certifications, or willingness to obtain.
Knowledge
- Strong understanding of fisheries legislation, regulations, and policies affecting First Nations fisheries.
- Knowledge of commercial fisheries operations, fleet management, and fisheries management systems.
- Understanding of budgeting, financial management, and operational planning.
- Knowledge of Mi’kmaw culture, governance, and community values is an asset.
Skills & Abilities
- Strong leadership, organizational, and decision-making skills.
- Excellent communication and interpersonal abilities.
- Proven ability to build productive relationships with government agencies, industry partners, and community members.
- Strong analytical and problem-solving skills.
- Proficiency with Microsoft Office (Word, Excel, Outlook, and PowerPoint).
- Ability to speak or understand the Mi’kmaw language is considered an asset.
Working Conditions
This position is primarily office-based with regular visits to fisheries operations, docks, vessels, and other operational sites. The successful candidate must be comfortable working outdoors in varying weather conditions and may occasionally be required to travel or work evenings, weekends, or extended hours during peak fishing seasons.
