In this role you will lead complex, province-wide initiatives that influence how emergency health telecommunications are overseen, coordinated and delivered. You will support the development of centralized tools and platforms that improve how data is organized, analyzed and used, strengthening system visibility and enabling more consistent evidence-based decision making across emergency health telecommunications operations. You will also help assess and explore emerging and future technologies to strengthen 9-1-1 operations and support modernization of emergency health services.
Working at the intersection of research, analysis, and strategy development, you will conduct jurisdictional scans, review system performance data, assess emerging issues and trends, and translate findings into clear, practical recommendations that inform senior leadership decision making and frontline emergency health operations.

In this role, you will:.
- provide strategic digital advice to senior leadership on how emerging technologies, data systems, and innovation trends can strengthen oversight of Ontario's emergency health and air ambulance programs while aligning with government priorities.
- lead modernization projects that enhance system accountability through improved digital infrastructure, analytics capabilities, and technology enabled performance monitoring.
- develop and enhance digital tools and platforms that support province-wide oversight, including dashboards, reporting platforms, and technology standards for emergency health telecommunications services.
- collaborate with ambulance communications centres, air ambulance service providers, central agencies, and ministry partners to identify technology gaps, assess operational risks, and implement solutions that strengthen emergency health telecommunications systems.
- translate data and evidence into actionable insights by leveraging analytics, performance measurement tools, and research to support decision-making that impacts frontline emergency health services.
You have the ability to:
- assess complex business needs and develop strategic I&IT and digital solutions
- provide oversight of implemented digital solutions, including monitoring performance, synthesizing feedback, and recommending enhancements to support continuous improvement
- design and apply performance measurement frameworks, including developing indicators, identifying data sources, and leveraging analytics to inform evidence-based decision-making
- design and implement tools and processes to support modernization and system improvement initiatives, such as business analysis frameworks, modelling approaches, and forecasting tools
You have:
- experience providing strategic policy and program advice that supports decision-making and aligns with government and ministry priorities.
- the ability to assess complex program and policy issues and develop clear, evidence-based options and recommendations for senior leadership.
- demonstrated judgement in advising on program design, oversight, and improvement, balancing operational realities, risks, and long-term system impacts.
You have:
- led complex, multi-stakeholder initiatives or projects, setting direction, managing priorities, and delivering results in dynamic and high-profile environments.
- demonstrated project management expertise, coordinating workplans, monitoring progress and risks, and ensuring initiatives are delivered on time and aligned with strategic priorities.
You have:
- the ability to translate complex issues, data, and evidence into clear options and recommendations that inform senior leaders and drive meaningful change.
- experience leading or conducting in-depth research and analysis, including jurisdictional scans and trend analysis, to assess program effectiveness and identify system-level risks and opportunities.
- the ability to monitor and evaluate program and service performance.
You have:
- experience building and maintaining strong working relationships with internal and external partners, working collaboratively to align interests, address issues, and advance shared objectives.
- demonstrated the ability to navigate complex and sensitive stakeholder environments, facilitating discussions, managing differing perspectives, and contributing to effective and timely resolution of issues.
- experience providing technical advisory and consulting services in support of the development of information technology solutions and digital strategies,
