Rafat is seeking an experienced Project Manager to support the construction management of a new industrial environmental infrastructure project in Ontario.
This project involves the construction of a renewable natural gas facility with integrated organic waste recycling, wastewater treatment, process piping, tanks, pumps, odour control, mechanical systems, electrical systems, instrumentation, controls, and commissioning.
The successful candidate will be responsible for managing day-to-day project execution, coordinating subcontractors and suppliers, maintaining schedule and budget control, supporting procurement and construction planning, and ensuring that all work is completed safely, efficiently, and in accordance with project requirements.
We are looking for a Project Manager with experience on similar projects, including wastewater treatment plants, industrial wastewater systems, renewable natural gas facilities, anaerobic digestion facilities, biogas projects, waste-to-energy projects, organic waste processing facilities, process plants, or heavy civil/mechanical infrastructure projects.
Project Type
This is a complex, multi-discipline industrial construction project involving environmental infrastructure and process systems. The facility will receive and process organic residuals and wastewater streams through an integrated system that includes receiving areas, process equipment, anaerobic digestion, biogas handling, renewable gas production, wastewater treatment, byproduct handling, odour control, and related site infrastructure.
The project includes a mix of civil, structural, mechanical, process piping, electrical, instrumentation, controls, utility, and commissioning scopes. Candidates with experience managing technically complex treatment plant or process facility construction will be well suited for this role.
Key Responsibilities
- Manage day-to-day construction activities for a complex industrial infrastructure project
- Lead project planning, coordination, scheduling, cost control, forecasting, and reporting
- Coordinate with the owner, consultants, engineers, subcontractors, suppliers, utilities, and authorities having jurisdiction
- Oversee civil, structural, mechanical, process piping, electrical, instrumentation, controls, and commissioning scopes
- Manage subcontractor coordination, procurement tracking, RFIs, submittals, change orders, site instructions, and progress claims
- Support constructability reviews, sequencing, logistics planning, and site coordination
- Coordinate installation of process equipment, tanks, pumps, piping systems, treatment systems, and related infrastructure
- Monitor subcontractor performance, manpower, productivity, schedule progress, and quality of work
- Ensure work is completed in accordance with drawings, specifications, contracts, permits, safety requirements, and quality standards
- Maintain strong health and safety performance across the project site
- Chair or participate in project meetings, trade coordination meetings, schedule reviews, and progress meetings
- Identify project risks early and develop practical mitigation strategies
- Support commissioning, start-up coordination, deficiency resolution, turnover documentation, and project closeout
- Provide clear and regular updates to senior management
Required Qualifications
- Minimum 7–10 years of construction project management experience
- Experience managing industrial, wastewater, water treatment, renewable energy, process plant, environmental infrastructure, heavy civil, or mechanical construction projects
- Strong understanding of construction sequencing, subcontractor coordination, cost control, scheduling, procurement, and contract administration
- Experience managing multi-discipline scopes, including civil, mechanical, electrical, process piping, and controls
- Ability to read and interpret drawings, specifications, schedules, contracts, and technical documents
- Strong leadership, communication, negotiation, and problem-solving skills
- Experience managing RFIs, submittals, change orders, progress claims, site instructions, and project reporting
- Proficiency with Microsoft Office and construction/project management software
- Valid driver’s licence and ability to work primarily on site in Ontario

- Water/wastewater infrastructure
- Process piping and mechanical systems
- Tanks, pumps, blowers, digesters, vessels, or treatment equipment
- Odour control and environmental containment systems
- Food, beverage, ethanol, distillery, chemical, or process manufacturing facilities
- Commissioning and start-up of treatment plants or process facilities
- Construction Management, Design-Build, EPC, or EPCM project delivery models
Ideal Candidate
The ideal candidate is a hands-on construction professional who has successfully managed technically complex infrastructure or process facility projects.
You should be comfortable coordinating multiple disciplines, managing subcontractors, working with engineers and owners, solving field issues, and keeping the project moving safely and efficiently. Strong candidates will have experience with both the construction and commissioning phases of industrial or environmental infrastructure projects.
This role is well suited for someone who has managed wastewater treatment plant construction, industrial wastewater systems, renewable energy facilities, anaerobic digestion projects, biogas systems, or similar process/mechanical infrastructure projects.
