JOB SUMMARY:
The Program Manager, Enterprise Value Delivery is the single point of accountability for a complex, cross-divisional program designed to deliver a specific strategic business outcome. The role integrates and orchestrates the work of multiple enterprise project teams, owning the overall program budget, benefits case, and integrated master plan. Acting as the primary interface to the executive sponsor and steering committee, the Program Manager shapes decision-ready narratives, drives alignment across diverse stakeholders, clears barriers to execution, and ensures delivered capabilities translate into measurable business value. The role also provides guidance and oversight to Business Analysts/Senior Business Analysts assigned to the program (as applicable), promoting consistent, high-quality delivery and disciplined application of enterprise delivery standards.
JOB RESPONSIBILITIES:
Integrated Program Planning & Delivery Leadership

Build and maintain the integrated program master plan, including the critical path, inter-project dependencies, and cross-divisional sequencing required to deliver the intended strategic outcome.

Integrate and orchestrate the work of multiple project teams to ensure program delivery remains aligned to approved scope, milestones, budget, and enterprise outcomes.

Translate the strategic intent of the program into a coherent, executable delivery roadmap across projects, facilitating solution design, defining future-state processes and operating models, identifying requirements, establishing workstreams, and enabling teams to execute.

Ensure program milestones, sequencing, and day-to-day decisions continue to support the overall strategic outcome, intended business value, and future-state solution design.
Governance & Executive Reporting

Lead the program governance cadence, including preparation of decision-ready reporting, executive updates, and clear trade-off framing for executive sponsors and steering committees.

Act as the primary interface to executive sponsors and senior leaders, ensuring key decisions, escalations, and commitments are resolved in a timely manner.

Shape sponsor-ready narratives that clearly articulate program status, risks, dependencies, decisions required, and recommended paths forward.

Maintain clear visibility into program progress and ensure governance discussions remain focused on strategic outcomes, enterprise alignment, and value realization.
Program Scope, Budget & Benefits Accountability

Lead the management of the program scope, integrated budget, and benefits case, ensuring the program remains financially disciplined and aligned to approved objectives.

Oversee budgeting, forecasting, and benefits tracking at the program level, ensuring delivered capabilities convert into measurable business value and strategic impact.

Monitor program performance against financial and benefit expectations, and course-correct when value realization or delivery predictability is at risk.

Ensure project-level execution remains integrated into the broader program business case, resource plan, and outcome commitments.
Program-Level Risk, Dependency & Decision Management

Manage program-level risks, barriers, and interdependencies across multiple workstreams and business divisions, distinguishing systemic program risks from project-level issues.

Proactively identify and de-risk upstream and downstream dependencies between the program and other enterprise initiatives.

Make program-level decisions related to scope, sequencing, and dependency management, escalating only enterprise-level reprioritization or major capital trade-offs as appropriate.
Create order and clarity in complex or evolving environments by defining a clear path forward even when the full end-state scope is not perfectly defined.

Team Leadership, Coaching & Delivery Excellence

Coach business analysts, as applicable, and embedded delivery teams on the program to apply standards, templates, governance routines, and reporting practices consistently.

Build strong cross-divisional working rhythms and shared accountability across project teams, support functions, and stakeholders to accelerate issue resolution and delivery momentum.

Reinforce delivery discipline across all projects within the program to improve predictability, integration, and quality of execution.

Strengthen program delivery capability by mentoring team members and promoting consistent application of the SE Health delivery approach.
QUALIFICATIONS:

Education: Bachelor’s degree in Business Administration, Health Administration, Project Management, Engineering, Operations Management, or a related field. Equivalent combinations of education and directly relevant experience will be considered.

Location Requirement: Must be based in Ontario and able to attend meetings at SE Health Markham office as needed

Minimum 10–12 years of progressive experience in program delivery, transformation, or operational leadership roles.

Program Leadership: At least 5–7 years of direct experience leading large-scale, complex, multi-divisional programs involving multiple stakeholders, competing priorities, and organizational change initiatives.

Healthcare Experience: Minimum 5 years of experience within the Canadian healthcare sector, with demonstrated knowledge of healthcare operations, funding models, regulatory environments, and system partners.

Scope of Responsibility: Proven track record of successfully delivering enterprise-wide initiatives impacting multiple business units, clinical programs, or operational functions.
