Job Summary: We are seeking an experienced Project Estimator to join our construction team. You will be responsible for analyzing project requirements, preparing accurate cost estimates, and managing the full bid process for both public and private residential and commercial construction projects. Responsibilities:
- Review and analyze project plans, drawings, and specifications to prepare detailed cost estimates
- Prepare and submit competitive bids and tenders for public sector projects including municipal, provincial, and government contracts
- Review and respond to Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Invitations to Tender (ITTs)
- Ensure all public bids comply with government procurement requirements, bonding, and insurance standards
- Coordinate bid bonds, performance bonds, and labor and material bonds for public project submissions
- Track and monitor public tender opportunities through platforms such as Bids & Tenders, Merx, and Ontario Tenders Portal
- Conduct quantity takeoffs for materials, labor, and equipment
- Collaborate with project managers, site supervisors, and subcontractors to gather pricing and scope information
- Evaluate subcontractor and supplier quotes and negotiate pricing
- Monitor and track project budgets and report any cost variances to management
- Maintain and update a database of current material and labor costs
- Analyze bid results and prepare post-bid reviews to improve future submissions
- Attend pre-bid meetings, site visits, and client consultations as required
- Identify potential project risks and provide cost mitigation recommendations
- Prepare and present detailed estimate reports to management and clients
- Support project managers during the construction phase with budget tracking and cost control
- Review change orders and assess cost impacts on overall project budget
- Ensure all estimates comply with local building codes, regulations, and company standards
- Maintain relationships with public sector clients, consultants, and procurement officers
- Ensure all estimates and submissions meet public sector pricing transparency and documentation requirements
- Communicate professionally with clients, consultants, and stakeholders
- Submit weekly reports and updates to senior management via email
Requirements:
- Must speak, read, and write English fluently
- Minimum 5 years of experience in construction estimating — this is a strict requirement
- Proven experience preparing and submitting bids for public sector and government construction projects
- Experience in both residential and commercial construction is strongly preferred
- Strong knowledge of public procurement processes, bonding requirements, and compliance standards
- Experience working with public tender platforms such as Bids & Tenders, Merx, or similar
- Proven ability to read and interpret construction drawings, blueprints, and specifications
- Strong knowledge of construction materials, methods, and costs
- Ability to manage multiple bids simultaneously under tight deadlines
- Proficiency in estimating software such as Bluebeam, PlanSwift, or similar tools
- Proficiency in Microsoft Office including Excel, Word, and Outlook
- Strong analytical, mathematical, and problem-solving skills
- Excellent attention to detail and ability to meet tight deadlines
- Strong communication and negotiation skills
- Valid driver's license is an asset
- References from previous construction employers are required
Required Experience:
- Minimum 5 years of hands-on experience in construction estimating for both public and private projects
- Proven track record of successfully winning public sector tenders and government contracts
- Experience preparing bid bonds, performance bonds, and insurance documentation for public submissions
- Experience responding to RFPs, RFQs, and ITTs for municipal, provincial, and federal projects
- Familiarity with public sector procurement regulations and compliance requirements in Ontario
- Proven track record of winning bids and managing project budgets
- Experience preparing detailed quantity takeoffs and material lists
- Experience working with subcontractors and suppliers on pricing
- Experience estimating both residential and commercial construction projects
- Familiarity with Ontario Building Code and local construction regulations
- Experience using estimating and project management software
- Experience reviewing and pricing change orders
Preferred Certifications & Training:
- Degree or diploma in Construction Management, Civil Engineering, or a related field
- Gold Seal Certification is a strong asset
- PMP certification is an asset
- LEED certification is an asset
