JOB DESCRIPTION
ER Steel is seeking an experienced Manager to lead our estimating & proposals function managing the full tender process for Pre-Engineered Steel Buildings, Structural Steel, and related building components.
This role is responsible for reviewing complete tender packages, assessing scope and risk, assigning estimating tasks, coordinating internal & external resources, and ensuring accurate, competitive, and well-supported proposals are submitted on time.
The successful candidate will bring strong technical estimating experience, leadership ability, and a disciplined approach to building estimates that are supported by facts - clear, traceable, and clearly documented.
KEY RESPONSIBILITIES
The Estimating Manager will lead the estimating team through the full tender process, from initial review of tender documents through to final proposal submission. Responsibilities include:
· Review complete tender packages, including drawings, specifications, addenda, schedules, commercial requirements, bid forms, and contract documents.
· Assess project scope, complexity, risks, exclusions, schedule requirements, technical requirements, and commercial terms before deciding how the estimate should be approached.
· Establish the estimating strategy for each tender, including required takeoffs, vendor pricing, engineering input, fabrication input, erection input, logistics considerations, and proposal requirements.
· Assign estimating team members to specific tasks, deliverables, and deadlines based on project scope, complexity, workload, and the required submission date.
· Manage the internal tender schedule to ensure all required inputs are completed, reviewed, and incorporated into the final proposal before the target submission date.
· Lead internal tender kickoff and review meetings as required to align the team on scope, responsibilities, risks, pricing approach, and proposal strategy.
· Prepare and oversee detailed estimates for steel buildings, structural steel, secondary steel, cladding systems, accessories, coatings, freight, and related project costs.
· Ensure all estimate values are supported by documented facts, including quantity takeoffs, vendor quotations, current material pricing, labour/productivity data, historical project data, freight rates, and clearly identified assumptions.
· Lead the preparation of professional client proposals, including scope narratives, inclusions, exclusions, clarifications, assumptions, alternates, and technical content.
· Coordinate closely with engineering, design, sales, procurement, project management, and senior leadership to confirm scope, pricing strategy, technical requirements, and risk items.
· Maintain and develop relationships with partners, vendors, subcontractors, and vendors to ensure reliable and current pricing for steel, cladding, coatings, fasteners, joists, deck, insulation, doors, accessories, and other related components.
· Identify scope gaps, design risks, constructability concerns, schedule impacts, and commercial risks during the estimating phase.
· Support continuous improvement of ER Steel’s estimating systems, cost databases, templates, proposal standards, tender review checklists, and internal review processes.
REQUIRED EXPERIENCE AND SKILLS
· 5 to 10 or more years of estimating experience in pre-engineered steel buildings, structural steel fabrication, steel erection, or industrial/commercial steel construction.
· Experience with estimating teams, managing multiple bids, and working under tight tender deadlines.
· Strong understanding of structural steel, pre-engineered building systems, secondary steel, cladding, IMPs, joists, deck, mezzanines, coatings, and related building components is a strong asset.
· Ability to read and interpret architectural drawings, structural drawings, specifications, 3D models, addenda, bid forms, and contract documents.
· Proficiency with relevant estimating and construction software such as Bluebeam, AutoCAD, MBS, Microsoft Excel, and Microsoft Office.
· Strong written communication skills, with the ability to prepare clear scope descriptions, exclusions, clarifications, and proposal language.
· High attention to detail and a disciplined approach to estimate review, documentation, and quality control.
· Strong commercial judgment, with the ability to balance competitiveness, risk, accuracy, and profitability with an entrepreneurial mindset.
· Confidence working with clients, partners, vendors, engineers, project managers, and senior leadership.
PREFERRED TRAITS
· Highly organized — able to manage multiple tenders, deadlines, team members, pricing inputs, and proposal requirements without losing track of details.
· Commercially aware — understands that estimating is not only a technical exercise, but also a balance of competitiveness, risk, profitability, and client expectations.
· A strong leader and coordinator — able to communicate with all stakeholders, assign work clearly, follow up effectively, support team members, and keep the estimating process moving toward the target submission date.
· Detail-oriented — careful in reviewing drawings, specifications, scope gaps, exclusions, addenda, pricing inputs, and final proposal content.
· Calm under deadline pressure — able to make sound decisions and maintain quality while working through tight tender schedules.
