We’re looking for a Technical Specialist, Real Property Management who thrives in a dynamic environment and enjoys solving complex facility and infrastructure challenges. In this role, you will apply your expertise in facility management, maintenance planning, energy management, and real property programs to help ensure the long-term performance of critical assets for our Client-Partners. The Technical Specialist, Real Property Management, provides real property management services to support the delivery of Client-Partner real property projects and programs. The incumbent acts as a technical specialist, implementing facility management and maintenance, energy management, capital renewal planning, maintenance planning and/or real property development planning programs.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

Complete complex real property project work (e.g. facility reviews, technical reviews, strategic plans, development plans)
Assist with generating facility management statements of operational requirements, preparing business cases and conducting investigations, as required
Develop, implement and manage real property management programs (preventive and demand maintenance administration) and/or energy programs to ensure buildings and systems remain operational and energy efficient (e.g. identify maintenance and repair requirements, determine damage responsibility, prepare estimates and technical reports)
Audit facilities to determine compliance, condition, maintenance requirements, energy efficiency and Client-Partner satisfaction
Participate in procurement planning
Provide project management support to real property information management systems
Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
Ensure quality standards are met, in line with corporate and Client-Partner expectations

Other

Assist in drafting real property policy
Prepare monthly reports (e.g. internal and for the Client-Partners)
Support and/or lead business development activities
Manage risk
Other duties as assigned

SKILLS
General and Specific Knowledge

Best practices, methods, trends and legislation in real property, land use, facility management and maintenance methods
Client-Partner, Public Services and Procurement Canada and Treasury Board Secretariat policies and procedures
Project and risk management principles

Formal Education and/or Certification(s) and Experience

Minimum: college diploma in land use planning, engineering, architecture, facility/property management or related field with four years’ relevant experience, or the equivalent.
Preferred: university degree in one of the above fields and/or additional training in project management; professional certification may be required depending on position (e.g. Certified Engineering Technologist or related designation); eligible for certification as a professional planner if working in planning role (e.g. Registered Professional Planner, Real Property Administrator, Facilities Management Administrator).

Cold Lake
The City of Cold Lake is located in Alberta’s Lakeland and nestled on the shore of Alberta’s seventh largest lake. The area is known for its many pristine lakes and forests which offer excellent camping, fishing, water sports, and many other recreational activities. Cold Lake also has modern recreation and sport facilities, a nearby alpine ski hill, as well as urban and rural trail systems. Defence Construction Canada (DCC) Cold Lake is located at 4 Wing which is an air force base operated by the Royal Canadian Air Force and home to Western Canada’s fighter jets. The Cold Lake air base is known as Canada’s busiest fighter base and the 1.17-million-hectare Cold Lake Air Weapons Range provides opportunity for Canadian and International Air Force training. Working at DCC Cold Lake offers opportunities to support in planning, construction, and maintenance of the infrastructure for the airfield runways, ramp, and hangars as well as other supporting facilities and utilities at both the base and the nearby air weapons range.

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
