We are seeking a strategic and collaborative Client Partner, People Strategies (Strategic HR) to join our team.
Reporting to the Manager, People Strategies, the Client Partner provides strategic HR consultation and workforce planning expertise to leaders across the organization. This role leverages workforce analytics, data-driven insights, and strategic planning to support organizational priorities, employee experience initiatives, and quality improvement objectives.
The successful candidate will partner with leaders to identify workforce trends, optimize staffing strategies, and develop solutions that align with Fraser Health’s people and business goals.

Analyze and interpret HR metrics and workforce data, including sick time, overtime, staffing levels, workforce planning metrics, and other key people indicators.

Conduct trend analysis and compare organizational data against established benchmarks and performance measures.

Compile, evaluate, and present HR data and statistics to support strategic decision-making and organizational planning.

Support leadership in researching and preparing recommendations related to staffing, workforce planning, and employee experience initiatives.

Assist in planning and implementing workforce-related changes arising from collective agreements, organizational restructuring, and strategic HR initiatives.

Provide data-driven recommendations that support workforce optimization, operational effectiveness, and quality improvement initiatives.

Partner with leaders and stakeholders to identify workforce challenges and develop proactive solutions that align with organizational objectives.

Support the development and execution of strategic people plans that enhance employee engagement, retention, and workforce sustainability.

Bachelor's degree in a Health Profession, Human Resources Management, or a related field.

Five (5) years of recent, related experience in strategic human resources, workforce planning, organizational development, employee relations, or healthcare operations.

An equivalent combination of education, training, and experience may be considered.

Strong analytical and problem-solving skills with the ability to interpret complex workforce and HR data.

Demonstrated experience in workforce planning, staffing analysis, and strategic HR consulting.

Ability to develop recommendations and influence decision-making through data-driven insights.

Excellent communication, presentation, and relationship-building skills.

Strong project management and organizational skills.

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Client Partner, People Strategies (Strategic HR) is responsible for utilizing client data, statistics, and trending analysis to inform, deliver and educate leaders/directors in order to align with the strategic priorities and direction of the organization. The Client Partner partners with the Leader and Representative, People Strategies on a variety of issues such as; overtime, staffing, additional patient demand, workforce planning, as well as information required to support Collective Agreement implementation and provides recommendations to department leaders/directors on the information analyzed. Coordinates and recommends plans of action and strategies to optimize workforce planning as directed by the leadership team.
Responsibilities:
- Analyzes and interprets HR data such as sick time, overtime, workforce planning and staffing, and compares against established averages; performs trend analysis on data. Compiles and analyzes HR data for use in generating HR statistics.
- Supports team leader in research and preparation for issues related to staffing and workforce planning, as well as planning the implementation of any collective agreement or organizational Human Resource changes as they relate to staffing and Employee Experience initiatives.
- Recommends a course of action on a variety of HR data analytics that supports the Leader and People Strategies team in workforce planning, optimization and establishing the strategic goals of the department and/or organization with a focus on quality initiatives.
- Provides informal and formal education/training sessions by developing/utilizing course content to clinical and non clinical managers and directors. Receives feedback and tailors further education sessions based on the People Strategies vision, manager and director feedback, and expected outcomes.
- Utilizing data and statistics, recommends to Clinical Operations, management methods, processes and initiatives which facilitate culture and operational change focused on improving group and departmental functioning/operations. In collaboration with the Leader and Representatives, recommends and develops strategies for making required changes or improvements.
- Provides follow up on action plans and reporting on initiatives to Leader and clinical managers/directors.
Qualifications:
Education and Experience
Bachelor's degree in a Health Profession and/or field related to Human Resources Management, plus five (5) years' recent, related experience in Human Resources and/or research/analyst roles or an equivalent combination of education training and experience.
