Under the supervision and direction of the Regional Licensing Supervisor, the License Administrator is responsible for tasks related to the effective and efficient issuance of licenses to taxi and limousine drivers and companies, businesses and residents of HRM.
This position is designated by the Chief Administrative Officer as the Licensing Administrator/Authority. Responsibilities of this designation include the final decision regarding a suspension, revocation or termination of a license. Additional responsibilities include financial oversight and reconciliation of licenses including initial license payments, annual renewals and lifetime licenses. The License administrator is responsible for developing, implementing and overseeing policies and procedures for the licensing and enforcement of the following bylaws:
Respecting Vending, By-law C-501
Respecting Animal, By-Law A-700
Respecting Taxi, Accessible Taxi, Limousines and Transportation Network Companies, By-law T-1000
Respecting Sidewalk Cafés, By-law S-1000
Respecting Temporary Signs, By-law S-801,
Respecting Advertisements on Provincial Highways, By-law A-600
Respecting the Construction and Operation of Land-lease Communities (L-500); and other licenses and by-laws as required
DUTIES & RESPONSIBILTIES:-
Provides direction, training and support to Licensing staff, Customer Service Centres, 311 and other internal staff related to licensing.

Liaises and maintains relationships with internal reviewers, licensing stakeholders - internal and external - which include license holders, residents, and business improvement districts.
- Contact person for the Clerk’s Office for correspondence received from members of the public, businesses, licenses holders and residents.

Responsible for the development and implementation of processes and policies to effectively manage licenses.

Administers licensing process to monitor compliance with municipal legislation.

Administers issuance of licenses, annual notifications and renewal of licenses, which also involves approval, denial, suspension and revocation of licenses.

Attends and presents to the Appeals Standing Committee of Council for any appeals related to licensing matters.

Responsible for conducting site visits throughout HRM to confirm compliance with municipal legislation as it applies to the issuance of a license.

Maintain documentation and photos of vendor and artisan locations as required.

Responsible for updating GIS with approved Vendor locations.

Responsible to conduct research and jurisdictional scans to understand best practices and incorporate service delivery improvements where required.

Maintains accurate files in all information systems relative to licenses, site locations, permits, applications, renewals and payments.

Accountable for the vending and artisan tendering process which includes: creating the specifications, arranging postings and working with procurement to award sites.

Liaises with other internal and external agencies to assist with complaints and inquiries while monitoring enforcement of by-law violations as documented in license files.

Maintains adequate stock relative to application forms, licenses, stickers and documents.

Monitors files in all information systems to ensure data accuracy, entry of all applicable information and stage progression in client files.

Accountable for data analysis and reporting on licenses which include risk analysis identification and collaboration with compliance staff

Prepares cheque requests and refunds.

Attend site inspections with Compliance Officers to address complaints from the public as it pertains to licensing provisions of the by-laws.

Responsible for preparing legal documents for court proceedings.

Accountable for responding to and gathering required documentation for FOIPOP requests.
-
Represents HRM as a witness in court proceedings.
-
Responsible for Records management, including storage and retrieval of files, following the retention schedule, training of the process and working with Corporate Information Management for proper retention of files.

May perform other related duties, as assigned.
QUALIFICATIONS
Education & Experience-
Diploma from a recognized post-secondary institution in Business Administration, Public Administration or related field

Minimum 2 years of experience in administrative or finance functions preferably in a municipal setting

Minimum 3 years of experience in a position directly related to customer service, involving de-escalation of customer complaints
-
Minimum of 3 years’ experience in the interpretation and application of municipal or provincial by-laws and legislation
-
Have and maintain a valid Nova Scotia Driver’s class 5 License and a Drivers abstract is required to drive HRM vehicles
Technical/Job Specific Knowledge and Abilities-
Demonstrates knowledge of Compliance, departmental procedures

Expertise in working with and interpreting municipal bylaws and related regulations

Demonstrated report writing and presentation skills

Excellent verbal and written communication skills

Proficiency in working in a multi-tasked, windows-based computer environment; and

Proficiency in basic computer software and technology, including but not limited to Microsoft Suite, knowledge of SAP, GIS Mapping, Hansen, and POSSE

Demonstrated Database management experience
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

HOURS OF WORK: Monday - Friday, 8:30am - 4:30pm, 35 hours per week.
SALARY: $37.22 per hours. level 7 as per the Collective Agreement between HRM and NSGEU Local 222.
