Reporting to the Project Delivery Manager, the HSE Advisor (Site) is responsible for overseeing the implementation, monitoring, and reporting aspects of the Project’s Safety Plan. The HSE Advisor serves as a frontline resource — providing support, advice, and practical assistance on Health, Safety, and Environmental (HSE) matters to Management, Supervisors, Foremen, and Workers across the project site.
This is a hands-on field role requiring strong leadership, a mentoring approach, and a genuine commitment to safety culture. The HSE Advisor is expected to be visible on site, engaged with crews, and proactive in identifying and addressing risk — not just processing paperwork.
Safety Management & Program Administration
Provide the Project Manager and Site Supervision with the technical advice and services needed for effective administration of the HSE program
Responsible for the day-to-day administration of the Safety Management System, including maintaining HSE files, reports, and site inspection records
Post and maintain HSE bulletins, posters, rules, and regulations
Maintain current knowledge of legislative changes, industry trends, and evolving practices in Health, Safety, and Environmental management
Hazard Identification & Incident Management
Lead effective implementation of the hazard and risk assessment process, ensuring the correct level of control is applied to identified risk factors
Conduct regular site tours and inspections to observe conditions and work practices; document and act on findings promptly
Maintain the project incident reporting and data collection system; coordinate investigations and ensure corrective actions are completed expediently
Assist line management in incident prevention, investigation, analysis, and preparation of incident reports and summaries
Assist in the development of effective corrective actions where deficiencies are identified through investigations or inspections
Training, Orientations & Communication
Ensure site and Flatstone orientations and awareness training are conducted for all staff and workers
Prepare and distribute HSE statistical reports as required
Assist and advise the site OHS/JHSC Committee in the fulfillment of their duties, roles, and responsibilities
Provide recommendations on the type of PPE required for site activities
Subcontractor Oversight
Participate in subcontractor kick-off meetings and ensure HSE expectations are clearly communicated
Include subcontractors in regular HSE inspections and audits; routinely monitor for compliance with the HSE management system
Return-to-Work
Assist with the implementation and coordination of the Return-to-Work process for injured workers
3–5 years of related work experience in the mining and/or commercial/industrial construction industry
Current Construction Safety Officer (CSO) or National Construction Safety Officer (NCSO) designation preferred
Certified Canadian Registered Safety Professional (CRSP), Certified Safety Professional (CSP), or Certified Health & Safety Consultant (CHSC) considered an asset
Familiarity with Saskatchewan occupational health and safety regulations
Proficiency in Microsoft Office (Word, PowerPoint, Excel)
Ability to facilitate programs and present to groups
Strong safety instincts — identifies hazards before they become incidents
Communicates effectively with workers, supervisors, and management at all levels
Mentoring approach to safety — builds capability and culture, not just compliance
Accountable — takes ownership of site HSE outcomes and follows through on corrective actions
Collaborative and inclusive; supports workforce development for Indigenous workers and community members
Continuous learner; stays current with legislative and industry developments
Change-oriented and solutions-focused when addressing HSE challenges
