OPPORTUNITY:
Reporting to the Chief Information Officer (CIO), the Senior Manager, Applications is responsible for the strategy, delivery, and operational management of HEABC’s applications and middleware such as databases and web services and serves as an important part of the IMIT leadership team (ITLT). This role ensures that business applications are reliable, secure, scalable, and aligned with organizational goals. The position combines strategic leadership and operational accountability, overseeing application planning, integration, support, and lifecycle management while enabling business transformation through technology.
Responsibilities Include:
- Provides leadership and direction to IMIT staff responsible for HEABC’s main IT related systems, database/database management and corporate/enterprise level applications.
- Oversees the system administration of applications, websites and relational database management systems.
- Leads and directs staff in the development and maintenance of technical documentation and training materials.
- Partners with business leaders in order to translate organizational needs into technology solutions and identify opportunities to improve business processes through application capabilities.
Required Education, Experience and Skills
- Successful completion of a university degree in computer systems or a related field
- A minimum of ten (10) years of professional experience managing team building, installing, and maintaining applications and middleware using Microsoft technologies, primarily.
- 10+ years’ experience directly managing teams
- Working knowledge of:
- Server technologies, including Microsoft Windows and Linux
- Microsoft Azure cloud platforms and services
- Microsoft 365 applications and platform administration
- Database platforms including Microsoft SQL Server and its Azure equivalents
- ITIL best practices framework and IT Service Management
- Application development and development platforms
- Sound understanding of the underlying principles and concepts associated with application development methodologies, information technology, and enterprise architecture and strategic IT planning.
- Demonstrated ability to remain current with new technologies and new versions of existing technologies and the ability to analyze, troubleshoot and resolve complex technical problems independently.
- Ability to plan, organize and prioritize work and to resolve problems and communicate effectively both verbally and
- Ability to teach and effectively communicate very technical concepts to others.

Salary Range: $108,147 to $141,943
Typical Hiring Range: $107,147 to $135,184
In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
