Job Summary
Reporting to the Manager, HR Systems and Analysis, the Data Analyst supports the collection, analysis, and reporting of HR data. This role focuses on turning data into clear insights by creating reports, dashboards, data summaries, and technical documentation. The Data Analyst brings strong technical skills, an innovative mindset, and an understanding of Human Resources within a postsecondary (higher education) environment.

Job Description
KEY RESPONSIBILITIES:
- Manages, collects, reviews, and analyzes HR data, as required to support business requirements and information needs and to complete both internal and external reporting requirements on a periodic and ad hoc basis.
- Clean and validate Human Resources Information System data to ensure accuracy, completeness, quality and uniformity.
- Support systems implementation projects by working with stakeholders in validating and creating the data that will be used in integrations. These projects are institutional priorities and transformative in nature.
- Liaises with other internal Units to meet requests for HR information. Internal Units include, but are not limited to, Financial Services, Budget Office, Institutional Research and Planning, Culture, Equity and Inclusion, and Information Technology Services.
- Develops and provides reporting for external agencies and gathers research and analysis.
- Strategizes with other internal units on how to translate and integrate data between HRMS and sub-systems.
- Consults with the HR leadership team on the creation of action plans to ensure data accuracy and coordination with the implementation of business process improvements.
- Performs data analysis using statistics and modeling and disseminates to clients; Prepares reports and visualizations.
- Develops and maintains HR ad-hoc reports, dashboards and visualizations.
- Translates complex and/or disparate needs, inquiries and data sources into easily understood and measurable responses and reports.
- Stays current with relevant literature and advances in technologies; maintains an understanding of the university’s strategic goals and contributes to the development of HR business processes.
- Investigates new data and analytics technologies and may assist with developing pilots or prototypes for new solutions.
REQUIRED QUALIFICATIONS:
- A university degree with a core focus on statistical methods, such as mathematics and statistics, computer science, quantitative analysis for the social sciences, or a related field.
- Experience with data collection, transformation, analysis, visualization, and distribution.
- Experience with data analysis, modeling, and BI tools, such as:
o Power BI, SQL, Python, R and Tableau or other Business Intelligence, data warehouse, and analytics tools
o Microsoft Office application skills including MS Excel advanced formulas, VBA and pivot tables
- Experience with web-based applications, survey applications; capacity and performance monitoring.
- Understanding of software development processes focused on the maturation of business requirements into system solutions with a high degree of quality expectations.
- Basic understanding of the concepts of data governance and knowledge management.
- Sensitivity to issues containing confidential information.
- Excellent verbal and written communication skills including experience writing technical documentation.
- Consideration may be given to an equivalent combination of education and experience.

- Knowledge of university structure, procedures, policies, and systems and how they impact on the functioning of Human Resources.

DECISION MAKING:
- Determines which data, reports and analyses are required and determine how to distribute and present data insights clearly and effectively for the University community.
- Analyzes quantitative and qualitative data, summarizing information and making sound recommendations for data-driven decisions.
- Makes recommendations for improvements and efficiencies for monitoring and ensuring compliance.
- Recommends options for decision making on data architecture, design and development with team.
- Allocates own time to ensure tasks are completed by deadline and provides input into prioritization of future tasks.
- Assesses appropriate “fit” of technical solutions relative to functional requirements conforming to University standards.
- Determines when to advise or involve Manager, HR Data and Analysis for complex or sensitive issues.
