RRSS is a non-profit organization supporting adults with intellectual disabilities in homes and communities across the Halifax Regional Municipality. We are seeking a dynamic, relationship-focused Human Resources Manager to join our leadership team for a 19-month term position.

Based out of our Dartmouth office, the Human Resources Manager works closely with supervisors, directors, payroll, finance, and senior leadership to support over 450 employees working across more than 50 residential locations. Reporting to the Director of Human Resources, the successful candidate will play a key role in supporting day-to-day HR operations and fostering a positive workplace culture.
POSITION SUMMARY
The Human Resources Manager is responsible for supporting and leading day-to-day human resources operations, including employee relations, attendance support, disability management, benefits administration, workplace investigations, training and development, policy interpretation, and employee engagement initiatives.
The successful candidate will play a key role in supporting a positive workplace culture while ensuring compliance with employment legislation, collective agreements, occupational health and safety requirements, and organizational policies.
KEY RESPONSIBILITIES
EMPLOYEE RELATIONS & HR OPERATIONS
- Provide guidance and coaching to supervisors and managers on employee relations matters
- Interpret and apply collective agreements, organizational policies, and employment legislation
- Support progressive discipline processes, performance improvement plans, investigations, and terminations
- Conduct workplace investigations related to harassment, misconduct, attendance, and workplace concerns
- Foster positive labour-management relationships and participate in meetings with union representatives
- Promote respectful workplace practices and support conflict resolution efforts
- Collaborate closely with payroll regarding employee status changes, leaves, and contract updates
- Provide documentation to staff for immigration purposes
- Maintain accurate and confidential employee records and HR documentation
- Support continuous improvement of HR processes, systems, and practices
- Participate in HR projects and organizational initiatives as assigned
ORIENTATION AND EMPLOYEE SUPPORT
- Coordinate and facilitate main office orientation sessions for all new employees
- Introduce new staff to organizational policies, workplace expectations, confidentiality requirements, safety procedures, and RRSS values
- Support new employees during onboarding and transition into the organization
- Serve as a resource for employees and leaders regarding HR processes, workplace concerns, and available supports
BENEFITS ADMINISTRATION & DISABILITY MANAGEMENT
- Administer employee benefit programs and support employees with benefit-related questions and concerns
- Liaise with benefits providers and payroll regarding enrollments, changes, leaves, and claims administration
- Coordinate return-to-work and accommodation plans in collaboration with employees, healthcare providers, WCB, and leadership
- Maintain confidential disability management documentation and follow-up processes
- Monitor attendance trends and support early intervention strategies
- Support employees through leaves of absence and accommodation processes with empathy and professionalism
OH&S
- Participate as an active management member of the Joint Occupational Health & Safety Committee
- Support workplace inspections, incident follow-up, and safety initiatives
- Ensure workplace injury documentation and reporting requirements are completed within required timelines
- Promote a strong culture of safety and accountability across residential homes and office environments
QUALIFICATIONS
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- CPHR designation (or working toward designation) considered an asset
- Minimum 3 years of progressive Human Resources experience, preferably in a unionized environment
- Experience supporting multiple operational sites and front-line teams considered an asset
- Knowledge of Nova Scotia employment legislation, labour relations, OH&S, benefits administration, and disability management practices
- Experience conducting workplace investigations and supporting conflict resolution processes
- Strong computer skills, including Microsoft Office and HR/payroll systems experience

Pay: $68,000.00-$80,000.00 per year
