What you will do:
Reporting to the Manager, Financial Services, you will play a vital role in supporting our mission to enhance the well-being of the individuals and communities we serve. Your key responsibilities will include:
- Lead and coordinate the delivery of fair, open and transparent procurement processes in accordance with the County's Purchasing Policy, applicable legislation, Canadian trade agreements, the Ontario Buy Ontario Act and associated Procurement Directives.
- Lead the administration and continuous improvement of the County's Purchasing Policy, procedures, templates, standard procurement documents and related processes, ensuring compliance with applicable legislation, Canadian trade agreements, the Ontario Buy Ontario Act, associated Procurement Directives, and recognized public procurement best practices.
- Provide leadership, guidance and technical support to departments throughout the procurement process, including planning, selecting appropriate methods, developing specifications and scopes of work, preparing documents, and ensuring timely completion of activities.
- Track contract/agreement expiries and work with department staff to prepare new tenders/RFPs/quotations and/or negotiates contract renewals or extensions.
- Prepare procurement reports, tender summaries, statistics and analysis to support legislative compliance, management reporting and continuous improvement.
- Lead procurement modernization initiatives by evaluating and recommending procurement systems and technologies, supporting the implementation of a corporate purchase order system, identifying cooperative purchasing opportunities, and coordinating special procurement projects.
- Develop and maintain effective relationships with vendors and suppliers by researching sourcing options, resolving procurement-related issues, monitoring vendor performance, and supporting contract administration.
- Administer the County's electronic bid and tender platforms, including preparing, posting, managing, and closing competitive procurement opportunities.
- Review and approve Accounts Payable transactions, reconcile general ledger accounts, resolve discrepancies, and implement procedures to prevent recurring errors in accordance with County policies and accepted accounting practices.
- Administer the County's corporate Purchasing Card (P-Card) program, including cardholder setup, maintenance, policy compliance, user training, account changes and program reporting.
What you will bring:
We are looking for someone who shares our passion for helping people live their best lives and brings:
- Diploma or degree in a purchasing/business related field with a minimum of 2-3 years experience in a purchasing related field, preferably municipal or other public sector environment.
- Professional purchasing designation (CPPB, CPPO) or equivalent or enrolment in a program leading to a designation would be considered an asset.
- Membership in OPBA and completion of Principles of Effective Public Procurement Certificate Program or willingness to enroll and obtain.
- Experience using electronic procurement and tender and bid management platforms is preferred.
- Experience developing procurement documents (RFQs, RFPs, tenders and quotations).
- Demonstrated proficiency using computer applications including MS Excel, other Microsoft Office applications, and accounting software.
- Experience interpreting and applying procurement legislation, trade agreements and public sector procurement policies.
- Ability to work independently and as part of a team.
- Excellent attention to detail and organizational skills, with the ability to prioritize complex tasks and meet critical deadlines.
