About the Role
Brock Development Group is a dynamic and innovative property development and management company specializing in the creation of exceptional living spaces. We build and maintain low-rise apartment buildings and townhouses, with a growing portfolio of residential properties.
In this senior, full-lifecycle role, you will be the single point of accountability for projects from initial preconstruction feasibility through to final building commissioning and tenant turnover. You will manage the entire file: leading municipal approvals (Site Plan Approvals, building permits), driving Class C/B/A estimating and value engineering, issuing Purchase Orders, orchestrating subtrades, managing site supervisors, and maintaining rigorous budget and timeline controls on active job sites.
Key Responsibilities
1. Preconstruction, Permitting & Municipal Approvals
- Site Plan Approvals & Permitting: Manage and execute all documentation required for Site Plan Approvals (SPA). Coordinate consultants, architects, and engineers to clear conditions and secure high-rise/mid-rise building permits in a timely manner.
- Feasibility & Estimating: Perform thorough cost-benefit analyses, risk assessments, and Class C/B/A cost estimates based on early schematic designs, building specifications, and scopes of work.
- Value Engineering: Perform value engineering early in design to optimize structural framing, MEP systems, site logistics, and material selection without sacrificing design quality or building code compliance.
2. Procurement, Tendering & Contract Administration
- Tendering & Scope Packages: Create detailed scopes of work, quantity surveys (material take-offs), cost comparisons, and tender notices for subtrades and material suppliers.
- File Management & Purchase Orders: Take full ownership of the project file. Issue complete Purchase Orders (POs), Letters of Intent, and subcontracts prior to material delivery or sub-work commencement.
- Cost Control & Accounting: Lead weekly cost control meetings. Oversee project invoicing, trade progress payments, invoice reports, holdbacks, and the accurate assembly of monthly accruals.
3. Active Field Construction & Project Execution
- Site Supervision & Crew Coordination: Work directly with General Superintendents, Site Supervisors, and trade contractors to plan daily operations, long-term crew allocation, and site logistics on congested urban footprints.
- Schedule & Progress Management: Build and maintain dynamic master construction schedules using tools like Primavera P6 or MS Project. Continuously monitor milestones, identify critical paths, evaluate causes of schedule variance, and implement immediate corrective actions.
- Quality & Safety Assurance: Enforce compliance with the Ontario Building Code, local municipal bylaws, and the Occupational Health & Safety Act. Conduct regular site inspections and run safety meetings to maintain zero-incident standards.
4. Closeout & Handover
- Coordinate city inspections, occupancy permit sign-offs, building commissioning, punch-list resolutions, and smooth file transfer to property management teams.
Qualifications & Experience
- Experience: 7+ years of progressive construction project management experience, with a proven track record of managing mid-rise apartment buildings or multi-unit residential developments
- Education & Credentials: Diploma or Degree in Construction Management, Civil/Construction Engineering, Architectural Technology, or a related discipline, PMP designation is an asset.
- Technical Software Skills: Advanced proficiency with construction management software including Procore, Bluebeam, Primavera P6, HeavyJob/HeavyBid, or MS Project, alongside Microsoft Office (Excel, Word, Outlook).
- Regulatory & Code Knowledge: Expert understanding of the Ontario Building Code (OBC), municipal Site Plan Approval workflows, high-rise/mid-rise permit requirements, and trade contract law (CCDC/CCA contracts).
- Leadership & Organization: Strong leadership capability to manage complex subtrade schedules, drive accountability across project teams, and maintain transparent reporting to executive management.

Pay: $125,000.00-$150,000.00 per year
