TEMPORARY FULL-TIME
HOUSING NEEDS ASSESSMENT AND STRATEGY PROJECT LEAD
POSITION OVERVIEW:
The Housing Needs Assessment and Strategy Project Lead is responsible for overseeing and supporting the successful completion of a Housing Needs Assessment (HNA) and Housing Strategy project being delivered by an external consultant. This position serves as the primary liaison between the organization and the consultant, ensuring project objectives, timelines, budgets, and deliverables are achieved while maintaining alignment with organizational priorities, community needs, and regulatory requirements.
RESPONSIBILITIES:
· Working with the Director, Client & Stakeholder Relations to oversee the development of the housing needs assessment and associated strategy.
· Act as the primary organizational contact for the consultant conducting the Housing Needs Assessment and Strategy.
· Manage the relationship with the consultant and provide clear project direction.
· Develop and maintain project work plans, schedules, and reporting mechanisms.
· Monitor consultant performance to ensure deliverables are completed on time, within scope, and within budget.
· Coordinate internal resources and subject matter experts to support project activities.
· Identify and address project risks, issues, and opportunities.
· Ensure project milestones and contractual obligations are met.
· Coordinate regular progress meetings and document project decisions and action items.
· Ensure consultant work aligns with organizational goals, policies, and strategic priorities.
· Facilitate access to organizational data, stakeholders, and resources required by the consultant.
· Coordinate engagement activities with community members, Indigenous communities, government agencies, housing providers, non-profit organizations, developers, and other stakeholders.
· Support the consultant in planning and facilitating workshops, surveys, focus groups, and public engagement sessions.
· Monitor and evaluate engagement activities conducted by the consultant to ensure they meet project goals and best-practice standards.
· Ensure stakeholder feedback is incorporated into project outcomes and accurately reflected.
· Foster positive relationships with internal and external partners.
· Assist with gathering and validating demographic, housing, economic, and social data.
· Review housing market analyses, needs assessments, and gap analyses prepared by the consultant. Review and provide feedback on project methodologies, findings, reports, and recommendations.
· Support the interpretation of findings and identification of housing priorities.
· Ensure data and recommendations reflect local housing challenges and opportunities.
· Prepare reports, presentations, and briefing materials for leadership, board and municipal council.
· Review and evaluate both the draft and final Housing Needs Assessment and Housing Strategy reports.
· Provide recommendations for implementation, planning and policy development.
· Support the development of strategic housing objectives, actions, and performance measures.
· Ensure project activities comply with relevant legislation, policies, funding requirements, and organizational standards.
· Maintain accurate project records and documentation.
· Support procurement, contract administration, and budget monitoring activities as required.
· Other duties as assigned.
QUALIFICATIONS/EXPERIENCE:
· Degree or diploma in Urban Planning, Community Development, Public Administration, Sociology, Geography, Housing Studies, Business Administration, or a related field.
· Project Management certification (PMP, CAPM, or equivalent) is considered an asset.
· Minimum 3–5 years of experience in project management, housing, community planning, policy development, or related fields.
· Experience managing consultants, contracts, and complex stakeholder engagement processes.
· Knowledge of housing needs assessments, housing strategies, or municipal/community planning initiatives is an asset.
· Experience working with government agencies, Indigenous communities, non-profit organizations, or housing providers is an asset.
· Strong project management and organizational skills.
· Excellent communication, facilitation, and stakeholder engagement abilities.
· Strong written and verbal communication skills.
· Ability to review and interpret research, data analysis, and technical reports.
· Knowledge of housing policy, affordable housing programs, and community development principles.
· Strong analytical and problem-solving skills.
· Proficiency with Microsoft Office Suite, project management tools, and presentation software.
· Ability to manage multiple priorities and deadlines.
OTHER REQUIREMENTS:
· Valid class 5 driver’s license with 5 years of driving experience and clean abstract
· Acceptable criminal record check
WORKING CONDITIONS:
· Normal office conditions.
· Evenings and weekends as required
