Reporting to the Town Solicitor, the Manager, Realty Services will oversee Oakville’s real estate portfolio through the strategic acquisition, disposition, and leasing of real estate rights, as well as management of inventories of owned and leased lands. You will also lead in the management of the Town’s real estate appraisal services and real estate consulting and prepare budgets and set operating priorities. As a key player in Oakville’s future development, you may be consulted to assist in facilitating complex or large-scale infrastructure and Town projects. You will also assist in revising corporate policies and processes to remain current and responsive to evolving needs. This role includes chairing a Realty Services Committee of staff, affording an opportunity to work directly with the Town’s Executive Leadership Team, providing input and expert advice on a wide range of real estate matters for a rapidly growing and progressive municipality.
What can I expect to do in this role?

Prepare internal reports, working with the Assistant Town Solicitor Real Estate and other staff, recommending the acquisition, lease, exchange, or disposition of properties, along with appropriate compensation relating to settlements, expropriation, or acquisitions

Draft, negotiate, and manage agreements, including leases, licenses, and development-related contracts

Advise senior and executive leadership on real property acquisition and disposition strategy and implications

Advise on real estate matters for planning, research, and feasibility studies related to use, management, and development of specific properties

Prepare and present reports to Council

Manage a team of appraisal and negotiation consultants, leading to successful transactions and expropriation settlement agreements with property owners and agents

Prepare and oversee the Realty Services operating budget

Provide professional guidance and expert advice to client departments on real estate matters

Prepare agendas and chair Realty Services Committee meetings with the Executive Leadership Team and other required staff

Provide and oversee valuation advice in support of Town entitlements, including cash-in-lieu of parkland and community benefits charges

Manage multiple priorities under pressure

Experience and knowledge of strategic real estate asset planning in a municipal portfolio context would be preferred
How do I qualify?
-
Minimum 8 years' experience in a professional appraisal capacity and real estate transactional experience; in a municipal environment preferred.

A university degree in Business Administration, Real Estate Management, Economics, Urban Planning, or related field. An equivalent combination of education and experience may be considered.

Professional accreditation from the Appraisal Institute of Canada (AACI) or International Right of Way Association (IRWA).

Excellent negotiation skills, demonstrated through experience in real estate acquisition and disposition transactions and management of expropriation settlements.

You have held progressively senior positions involving real estate appraisal, negotiation, acquisition and disposition transactions, and expropriation matters.

Experience with land development and strong project management and leadership skills involving interdisciplinary teams to meet corporate realty objectives

Extensive experience appraising and advising on a range of real estate classes (residential, commercial, industrial, and investment) is considered a strong asset.
