Bilingual proficiency in English and Mandarin is required for this position.
Responsibilities:

Provide input and incorporate supply chain constraints into the project schedule.

Conduct RFX’s for critical POs and contracts (long lead, high value, or high complexity).

Prepare commercial evaluations, POs, and contracts.

Interface and collaborate with discipline engineers and construction team to progress on SC deliverables.

Protect interest of company with appropriate contractual provisions
-
Administer contracts and expedite POs.
-
Review invoices accuracy against POs and contracts and submission to funding system for payment.
-
Maintain procurement status report, accurate for submission to PMT and client.

Prepare accruals and cost forecasts and prepare justification for budget adjustments.

Perform contract closeout.

Work within site team to verify that deliveries satisfy the requirements and document any overages, shortages or damaged materials.

Facilitate logistics process, including the logistic plan, inventory maintenance, manufacturing, shipment, and delivery, and returns on materials.

Establish and maintain suppliers’ relationships, including communications and negotiations with suppliers.

Identify inefficiencies in the supply chain to improve overall supply chain effectiveness.

Receive and interview vendor representatives to keep abreast of developments, negotiate prices, service, quality, or other matters.

In conjunction with the Supply Chain Manager, develop and investigate new sources of supply, make recommendations as to their approvals.

Maintain effective liaison with all departments to present alternatives offered by suppliers, modification of design, standardization of parts or material, or other matters of mutual concern.

Any other Supply Chain Management related scope of work, as assigned.

Report to Project SC Lead and SCM Manager.
Qualifications:
-
Have a Supply Chain, Business or Engineering degree.

5+ years EPC or EPCM experience as Buyer.

Must have experience procuring complex, critical and high value equipment, and materials.

Experienced in expediting and logistics.
-
Must understand scheduling and workload prioritization.
-
Team player and will collaborate for the overall success of the project and the company.

Preferably works well with systems and savvy with MS Office suite.

Experienced commercial and contractual negotiator.
