Learning & Development Program Manager (Contract)

Salary: $90,000 - $95,000 (based on experience)
Heart & Stroke is seeking a Learning & Development Program Manager to lead the development, implementation, and continuous improvement of enterprise-wide learning initiatives that support employee growth, engagement, organizational culture, and strategic capability building. This role partners closely with leaders and subject matter experts to design impactful learning experiences that align with organizational priorities and foster a high-performance, inclusive workplace culture.
Lead the development, delivery, evaluation, and continuous improvement of learning and development programs.

Partner with internal stakeholders to identify learning needs and design effective learning solutions.

Apply adult learning principles, instructional design methodologies, and change management practices to program development.

Manage enterprise-wide learning initiatives focused on organizational resilience, culture, compliance, and strategic capability building, including emerging topics such as AI.

Conduct research and collaborate with external vendors to source and implement impactful learning solutions.

Support project-based training initiatives and organizational change programs.

Create and maintain learning content and resources on internal platforms and intranet sites.

Collaborate with Communications teams to promote learning initiatives and maintain consistent messaging.

Provide support for learning management systems and employee learning technologies.

Analyze learning metrics, evaluate program effectiveness, and provide reporting to leadership.
Identify opportunities to leverage AI and technology to enhance learner engagement and program delivery.

University degree, college diploma, or certificate in Learning & Development, Human Resources, Adult Education, Instructional Design, or a related field.

5–7 years of experience in Learning & Development, Training, Instructional Design, Adult Education, or related disciplines.

Strong understanding of adult learning theory, instructional design, project management, and change management principles.

Experience designing and delivering workshops, webinars, and organizational learning programs.

Strong stakeholder management and influencing skills, including the ability to work effectively with senior leaders.

Excellent verbal, written, presentation, and facilitation skills.

Strong analytical, critical thinking, and problem-solving abilities.

Ability to manage multiple projects simultaneously in a fast-paced environment.

Advanced proficiency with Microsoft 365 applications and virtual collaboration tools.

Experience with Docebo, SharePoint, MS Forms, or SurveyMonkey is considered an asset.
Demonstrated ability to work independently while collaborating effectively across teams.

Deliver high-quality learning programs that support organizational objectives and employee development.

Manage program timelines, stakeholder expectations, and project deliverables.

Maintain effective relationships with internal teams, business leaders, and external vendors.

Ensure learning content remains current, engaging, and aligned with organizational priorities.

Monitor and report on learning outcomes, participation, and program effectiveness.
