Position Summary
Canadian Aviation College is seeking an experienced aviation maintenance professional to serve as the Person Responsible for Maintenance for its Transport Canada-approved Flight Training Unit and Approved Maintenance Organization.
The PRM will be responsible for managing the AMO’s maintenance activities and the FTU’s maintenance control system in accordance with the Canadian Aviation Regulations, the Maintenance Policy Manual and the Maintenance Control Manual.
The successful candidate will provide leadership to AMEs, apprentices and maintenance support personnel while ensuring that aircraft are maintained safely, efficiently and in compliance with all applicable requirements.
Key Responsibilities
- Manage all maintenance activities conducted under the AMO certificate.
- Administer the FTU maintenance control system and ensure aircraft remain airworthy and properly maintained.
- Ensure compliance with CARs 406, 571, 573 and 605, company manuals and approved procedures.
- Supervise and support AMEs, apprentices and maintenance personnel.
- Plan and monitor scheduled inspections, Airworthiness Directives, life-limited components and out-of-phase maintenance requirements.
- Oversee aircraft defects, deferred defects, recurring defects and technical dispatch procedures.
- Ensure maintenance releases, journey logs, work orders and technical records are complete and accurate.
- Maintain control of aircraft configurations, equipment lists, weight and balance reports, repairs and modifications.
- Ensure parts and materials meet applicable certification, traceability, receiving and storage requirements.
- Oversee maintenance arrangements and work contracted to outside organizations.
- Ensure personnel are properly trained, qualified and authorized for their assigned responsibilities.
- Issue and maintain Aircraft Certification Authorities and other company maintenance authorizations, where applicable.
- Ensure the required facilities, equipment, technical data and calibrated tools are available and properly controlled.
- Oversee the quality assurance program and ensure audit findings receive appropriate corrective action and follow-up.
- Investigate maintenance-related occurrences, systemic deficiencies and recurring maintenance issues.
- Submit Service Difficulty Reports when required.
- Maintain and amend the MPM, MCM and incorporated documents as necessary.
- Act as the primary maintenance liaison with Transport Canada.
- Coordinate with flight operations to balance aircraft availability with maintenance and airworthiness requirements.
- Remove an aircraft from operation when required due to non-compliance or an aviation-safety concern.
- Report significant maintenance, compliance and resource concerns to the Accountable Executive.
Required Qualifications
- Minimum six years of experience performing or directly supervising maintenance activities of the type undertaken by the organization.
- At least six months of applicable maintenance experience obtained within the preceding two years.
- Valid Canadian AME M1 licence is required.
- Experience supervising aircraft maintenance personnel and managing maintenance activities.
- Strong knowledge of Canadian Aviation Regulations and standards applicable to FTUs and AMOs.
- Working knowledge of:
- Maintenance control and technical dispatch
- Maintenance release requirements
- Aircraft technical records
- Quality assurance and corrective-action systems
- Acceptable data for repairs and modifications
- Aircraft configuration and weight and balance control
- Parts certification and traceability
- Contracted maintenance arrangements
- Personnel training and authorization requirements
- Must satisfy all Transport Canada eligibility requirements applicable to appointment as PRM and the person responsible for the FTU maintenance control system.
- Strong leadership, organizational, communication and decision-making skills.
- Legally entitled to work in Canada.
Preferred Experience
- Previous experience as a PRM, Director of Maintenance, Maintenance Manager, QA Manager or senior AME.
- Experience working within a CAR 573 AMO and a CAR 406 Flight Training Unit.
- Experience maintaining piston-powered general aviation aircraft.
- Experience with Cessna 150, 152, 172 or 180-series aircraft.
- Experience with float-equipped aircraft.
- Experience dealing directly with Transport Canada inspectors.
- Training or experience in quality assurance, internal auditing, human factors, root-cause analysis or safety management.
Working Conditions
This is a full-time, on-site management position in a busy flight-training and aircraft-maintenance environment. Occasional work outside regular business hours may be required to support operational or maintenance needs.
Appointment to the PRM position will be subject to confirmation that the successful candidate meets all applicable Transport Canada regulatory requirements.
