Job Description:
The Supervisor Operation Services provides leadership and sound management in the operation of and maintenance of Structural, Plumbing, and Electrical Infrastructures and is responsible for health and safety standards and practices for their area.
They are also accountable for facilities asset management implemented in the Computer Aided Facility Management Software, documentation and associated knowledge management practices and processes.
The Supervisor Operation Services supports short- and long-range planning to ensure that Algonquin College is legally compliant with legislative and code requirements, as well as any audit / reporting requirements from Ontario Ministries.
Reporting to the Associate Director, Facilities Operations and Maintenance Services, the incumbent provides leadership and sound management in the operation of and maintenance of Structural, Plumbing, and Electrical Infrastructures.
The Supervisor Operation Services is responsible for health and safety standards and practices for their area. They are also accountable for facilities asset management implemented in the Computer Aided Facility Management (CAFM) Software, documentation and associated knowledge management practices and processes. The incumbent acts as the department expert in Structural, Plumbing, and Electrical Infrastructures and supports short- and long-range planning to ensure that Algonquin College is legally compliant with legislative and code requirements, as well as any audit / reporting requirements from Ontario Ministries.
The Supervisor Operation Services is accountable to ensure the development, deployment, and execution of standard of operations and maintenance program that meets TSSA (for elevators), ESA, OBC, NFPA, environmental regulations and best practices within an established budget. The incumbent is well versed in developing and monitoring proactive maintenance and services, along with enhancing and being current about associated safety programs and applicable codes. The incumbent possesses solid experience in forecasting, maintaining budgets and driving projects associated with maintenance, including small to large capital enhancements, project definition, schedule, budgeting, procurement, execution, start up, operability and health and safety.
The Supervisor Operation Services various maintenance contracts such as roof preventive maintenance and main electrical annual maintenance. They ensure contractors meet their contractual obligations and key performance index. Through collaborative approach, implement a continuous approach to process improvement to identify opportunities for improvement, to implement the changes and to measure the impact of those changes.
The incumbent must be able to communicate effectively with a variety of internal and external stakeholders to the College and College community. Well-developed skills for leading and mentoring a team of technical professionals is required and acting as a role model and demonstrating best practices, safety and technical proficiency. The incumbent will embrace change and has a continuous improvement philosophy.
Required Qualifications:
Education
2-year diploma in architecture, plumbing or mechanical or HVAC or electrical or construction engineering, or Red Seal Equivalent: Architecture, Plumbing, HVAC, Refrigeration, Electrical or mechanical/electrical/construction engineering
Asset: Certified Engineering Technologist certification, Professional Engineer designation, Licensed Architect, Master Electrician, Project Management Professional, Facility Management Administrator, Educational Facilities Professional certificate, or any other equivalent qualification.
Skills
Be able to establish and lead a team in a progressive departmental team environment;
Proven team leader, team player, committed to excellence, positive attitude, and excellent interpersonal skills;
Be able to understand the issues and intricacies of Facility Management;
Exposure to Capital project work and construction;
Familiar with Provincial legislation with respect to post-secondary education facilities, environmental regulations with respect to facilities;
Be familiar with long term and strategic planning processes and issues;
Knowledge of construction litigation and law an asset, good knowledge of contracts and tendering;
Excellent planning, analytical and organizational skills;
Familiarity with building code issues, TSSA regulations related to Elevators and ESA (Electrical Safety Authority);
Proven analytical and problem-solving skills. Ability to quickly understand and identify issues and implement solutions;
Be able to communicate to the College Community, the facilities consulting industry and regulatory bodies such as municipal and Provincial Government agencies using well developed verbal written, presentation and electronic communication skills;
Writing skills for reports and proposals are used daily and must be appropriate for review and decision making by senior managers with limited prior review by others;
Skill with e-mail, Microsoft Word and Excel is a must, Access, and PowerPoint.
Experience
Minimum of seven (7) years' experience;
Minimum of three (3) years’ experience in direct supervisory or in guiding a team and dealt with subordinates and personnel issues;
Minimum of 3 years’ experience working and managing with vendors and third-party Contractors;
Experience in implementing, maintaining, and working with a recognized maintenance management software;
Must be familiar with the operation and execution of preventive maintenance in a large institutional setting with a particular emphasis on education and have dealt with internal personnel and external contractors;
Must be familiar with procurement process in a governmental organization;
Must have cast, created, controlled, and held responsible for meeting a complex departmental budget relating to breakdown repairs, preventive maintenance and operations;
Experience in budget management and control in a large institutional environment;
Must be familiar with the principles of energy conservation and have experience with implementing energy efficient projects;
Experience with a CAFM system.
