Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development.
The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.
The Legislative Analyst leads and/or participates in strategic legislative initiatives related to priority Ministry projects, ensuring Ministry work is responsive to Alberta's current and future infrastructure needs. The Legislative Analyst is responsible for working on legislative and regulatory processes and projects and for consulting with affected stakeholders including other departments and other levels of government. The outcomes supported by the Legislative Analyst contribute to the strategic direction of the division and Ministry by informing the development of priorities, policies, corporate goals and business initiatives. This position leads legislative projects to provide an effective and efficient legislative framework for the Ministry.
Reporting to the Manager, Policy and Legislation, the Legislative Analyst works in the context of the government's goals, guidelines and policies, the Ministry's policies and business plan and related provincial legislation and regulations. Within this framework, the Legislative Analyst monitors and reviews legislation and regulations, and where appropriate, helps develop proposals for changes to ensure their relevancy and currency. Throughout this work, the Legislative Analyst is a key legislative resource for other branches in the Ministry, contributes to legislation projects, leads regulatory review projects, participates on interdepartmental and cross-ministry committees, prepares and provides input to reports and briefings. The Legislative Analyst identifies issues and potential solutions and completes research to align with strategic priorities on a wide array of issues. The scope of work spans the policy development cycle as related to legislation, the process for amending or introducing new legislation and regulations and networking with stakeholders.
The primary responsibilities for the Legislative Analyst include, but are not limited to:
- Preparing documents for changes to regulations and legislation (e.g. 4 column documents, Report of the Minister, Recommendation for Order in Council and Appendix) and providing support to initiatives as they move through the government approval process.
- Working with Legal Services and Policy Coordination Office on document development (e.g., Orders in Council and Ministerial Orders) and responding to Written Questions and Motions for Return.
- Developing and tracking a cumulative list of concerns and known issues to proactively inform legislation review and emerging directions and opportunities.
- Monitoring legislative and regulatory plans including tracking documents and determining the timeframes, steps and scheduling of documents and processes to ensure legislative deadlines are met in a constantly evolving political environment.
- Communicating information to senior officials through oral and written briefings and other methods such as e-mail, letters, memos, meeting materials, and speaking notes.
- Conducting short-term and long-term research projects to evaluate and assess changing legislation, policies, programs and objectives as well as strategic issues facing the Ministry.
- Responding to research requests by contacting appropriate resources and contacts, branches, or departments. This includes locating, reviewing, and analyzing documentation and determining an appropriate format for storing and communicating it.
- Providing further support to the policy work of the unit through project management, directed research activities, and/or other duties as required.
The successful candidate will have:
- Strong analytical and critical thinking skills to consider specific legislation and related policies from a broad perspective of the ministry's priorities, impact on other legislation, emerging issues.
- The ability to interpret complex information, legislation, and policies to create concise, accurate briefings, reports, and/or policy advice.
- Strong research skills using different methods and approaches.
- Superior verbal and written communication skills to communicate effectively with diverse audiences and to prepare different types of documents with a keen aptitude for detail and accuracy.
- Strong consultation and interpersonal skills to work with different stakeholder groups.
- Organizational skills, including the ability to multi-task and prioritize multiple responsibilities to meet deadlines.
- Ability to work independently, manage short timelines and balance various competing demands on confidential and often sensitive matters.
- Strong analytical skills and the proven ability to assess complex problems/issues and prepare strategies to resolve issues.
- Ability to work collaboratively in a multi-disciplinary team setting.

Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.
Required:
- University Degree in Social Sciences, Public Administration, Law or related discipline PLUS;
- Two years' experience working in a policy and legislative environment.
Equivalency: Related experience or education (e.g. related diploma) may be considered as an equivalency on a one for one basis.
Assets:
- Thorough knowledge of the Government's legislative process, including role of Legislative Counsel, Executive Council, the Policy Coordination Office, and Cabinet Committees, the timing of stages of the legislative process for both Bills and regulations, and related approval and decision-making processes
- Awareness of the broad roles and responsibilities of Infrastructure within Alberta
- Broad understanding of the mandates and priorities for ministry programs, initiatives, business units including key issues and key stakeholder groups and the political environment within which the ministry operates.
This position is a Permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
