This position works on the Revenue Services - Property Tax and Utilities team. This is varied and moderately difficult clerical work in the performance of a variety of office tasks requiring a good functional knowledge of departmental procedures and policies. The Clerk 3 is responsible for the effective performance of diversified but recurrent clerical duties and may supervise several subordinates. An incumbent assigns, directs and reviews the work of a few employees performing routine clerical operations; posts, maintains, reconciles and balances records not requiring special accounting techniques but requiring some procedural determinations. Uses application software to import and format documents; creates links and other user aides; prepares, processes and circulates materials; composes correspondence. Assists persons seeking information and explains and interprets departmental policies, rules and regulations; processes payments through a POS system including cash, cheque, debit and credit card payments; makes moderately complex computations for payment adjustments and other charges, which may involve a variety of regulations. Furthermore, the Clerk 3 posts and balances entries to simple receipt and disbursement ledgers in connection with payments of various accounts; maintains a variety of records of departmental activities such as tax and assessment rolls, documents, and other specialized office records and reviews a variety of forms for accuracy, completeness, propriety of charges and conformance with departmental regulations. Performs related work as required.
Qualifications include completion of Grade 12 preferably including or supplemented by related courses and considerable related experience as a Clerk 2; OR an equivalent combination of training and experience. The incumbent will have considerable knowledge of the rules and regulations and operational needs which govern activities in the department concerned. Sound knowledge of modern business office practices and procedures including the use of various application software packages (including POS software, Tempest, Microsoft Office); of business English, spelling; arithmetic; and record keeping. The incumbent will also have the ability to meet and deal tactfully and effectively with the public and to maintain harmonious working relationships with office staff; manage payments of accounts, such as high volume of cash payments; make fairly complex arithmetic calculations with reasonable speed and accuracy in relation to payment processing; use application software to import and format documents and create user aides. The Clerk 3 will have the ability to assign and review the work of a few employees engaged in routine office operations and have skill in operating common office appliances.
