OVERVIEW
Reporting to the Manager, Capital, Treasury and Ancillary Services, the Senior Financial Analyst is responsible for the preparation, analysis, and reporting of accurate and timely financial information related to capital, treasury, redevelopment, and operational activities across Toronto East Health Network, including periodic and year-end audited financial statements.
The role supports capital accounting, redevelopment initiatives, treasury management, Ministry reporting, cash flow forecasting, external reporting, and the annual external audit process. Responsibilities include capital project monitoring and forecasting, fixed asset and deferred capital grant accounting, debt and investment reporting, and supporting financial reporting to senior leadership, Executive Team, Finance & Audit Committee, and the Board of Directors.
Working closely with operational leaders, Redevelopment, Facilities Management, Financial Services, and external stakeholders, the Senior Financial Analyst provides strategic financial analysis, decision support, and oversight of capital and treasury-related activities. The successful candidate is a highly analytical self-starter with strong financial systems knowledge, sound judgment, and a continuous improvement mindset.
PRIMARY RESPONSIBILITIES
- Lead the preparation and maintenance of capital accounting records and reporting schedules, including Internal Orders, fixed assets, deferred capital grants, construction-in-progress, debt, investments, and capital funding tracking.
- Utilize SAP S/4HANA modules including Funds Management, Grants Management, Project Systems, and Asset Accounting to support capital, treasury, and financial reporting activities.
- Monitor, analyze, and forecast capital project performance, including expenditures, commitments, budgets, cash flow requirements, project timelines, and funding utilization for capital, redevelopment, and substantial renovation projects.
- Liaise with operational leaders, Redevelopment, Facilities Management, and project stakeholders to support capital project planning, financial analysis, reporting, and decision-making.
- Prepare and maintain fixed assets, deferred capital grant, debt, investment, and derivative continuity schedules, including amortization, interest rate swap agreements, debt servicing schedules, and investment maturity tracking.
- Prepare capital and treasury-related journal entries, accruals, receivables, liabilities, holdbacks, reconciliations, and month-end working papers to support accurate and timely financial reporting.
- Support monthly, quarterly, and year-end close processes, including subledger activities, Internal Order settlements, depreciation and amortization processing, and related reconciliations within SAP S/4HANA.
- Track, reconcile, and report on funding arrangements related to Ministry of Health, Ontario Health, Foundation, donor-restricted, and other externally funded initiatives.
- Support the financial administration and reporting of major redevelopment and AFP projects, includingInfrastructure Ontario and Ministry reporting requirements.
- Prepare financial analysis, presentations, and reporting materials related to capital projects, treasury activities, and organizational initiatives for senior leadership, Executive Team, Finance & Audit Committee, and the Board of Directors.
- Coordinate Ministry/Ontario Health reporting submissions including, but not limited to, HIRF, HSAA SRI, and other operational and capital funding reports.
- Lead the preparation of audit working papers, note disclosures, reconciliations, and supporting schedules related to capital assets, deferred contributions, debt, investments, and treasury activities for the annual external audit.
- Support operating and capital budgeting, long-range capital planning, cash flow forecasting, business case development, and strategic financial analysis.
- Support operational and corporate financial reporting requirements for the Manager, Financial Planning and Reporting, including recurring financial analysis, variance reporting, and ad hoc reporting requests.
- Participate in financial systems optimization, process improvement initiatives, and finance transformation activities related to SAP S/4HANA and reporting tools.
- Ensure compliance with organizational policies, MIS Guidelines, Public Sector Accounting Standards (PSAS), Ministry directives, and other applicable reporting requirements.
- Collaborate effectively with internal departments and external stakeholders including auditors, consultants, banks, Ministry representatives, Foundation representatives, Infrastructure Ontario, and project partners.
- Perform other duties, special projects, and ad hoc analysis as assigned.
EDUCATION
- Chartered Professional Accountant (CPA) designation in good standing.
- University degree in Accounting, Finance, Business Administration, or a related field.
QUALIFICATIONS
- Minimum 3–5 years of progressive financial analysis, accounting, and reporting experience, preferably within a hospital or broader public sector healthcare environment.
- Demonstrated experience supporting capital accounting, treasury functions, redevelopment projects, investments, debt financing, and/or Ministry-funded initiatives.
- Demonstrated experience preparing complex financial analysis, presentations, and reports for senior leadership and external stakeholders.
- Strong understanding of financial reporting, budgeting, forecasting, variance analysis, and account reconciliation processes.
- Demonstrated experience utilizing financial, statistical, operational, and Ministry data sources to prepare complex financial analysis, forecasts, and reporting.
Technical Skills & Knowledge
- Knowledge of Public Sector Accounting Standards (PSAS), MIS Guidelines, and Ontario Ministry of Health/Ontario Health reporting requirements preferred.
- Strong proficiency in Microsoft Office applications, particularly advanced Microsoft Excel skills, with the ability to quickly learn and adapt to new systems and technologies.
- Proven experience working with SAP S/4HANA strongly preferred, including exposure to modules such as Funds Management, Grants Management, Project Systems, and Asset Accounting.
- Experience with business intelligence and reporting tools (e.g., Cognos BI) considered an asset.
