Procurement Documentation Specialist - 12 Month Contract - 19248
About the Opportunity
Our client is seeking a bilingual Procurement Documentation Specialist to join its Contracts, Procurement and Risk Management team on a 12-month period. This is an exciting opportunity for an experienced technical writer or procurement professional who enjoys translating complex business and technical requirements into clear, comprehensive procurement documentation.
Working closely with project managers, technical specialists and stakeholders across the organization, you will develop high quality Scopes of Work (SOWs), technical specifications, Statements of Requirements, and solicitation documentation that support fair, transparent, and competitive procurement processes. Your work will directly contribute to the successful delivery of a significant portfolio of procurement initiatives across a variety of operational and technical disciplines.
Duties include but are not limited to:
Collaborate with project managers, technical experts, and business stakeholders to gather operational and technical requirements
Develop detailed Scopes of Work, technical specifications, Statements of Requirements, and related procurement documentation
Translate business needs into clear, measurable, and competitive procurement requirements
Define project deliverables, milestones, acceptance criteria, contractor responsibilities, and performance expectations
Develop proposal requirements and evaluation criteria for competitive solicitations
Review and improve existing procurement documentation for clarity, consistency, completeness, and quality
Identify documentation gaps, ambiguities, inconsistencies, and procurement risks while recommending practical improvements
Ensure procurement documentation aligns with organizational policies, procurement best practices, and principles of fairness, openness, and transparency
Develop and maintain standardized templates, language, and documentation for future procurement activities
Assist in preparing Requests for Proposals (RFPs), Invitations to Quote (ITQs), and other solicitation documents
Participate in procurement planning meetings and strategy discussions
Support the continuous improvement of procurement documentation, guides, and templates
Perform other procurement related duties as required
About You
The successful candidate will have the following:
Postsecondary education in Procurement, Business Administration, Engineering, Architecture, Construction Management, Technical Communications, Project Management, or a related discipline, or an equivalent combination of education and experience
Demonstrated experience developing Scopes of Work, technical specifications, Statements of Requirements, or similar procurement documentation
Strong technical writing, editing, and proofreading skills
Experience gathering requirements from multiple stakeholders
Exceptional analytical, organizational, and critical thinking abilities
Experience managing multiple priorities while consistently meeting deadlines
Advanced proficiency with Microsoft Office, particularly Microsoft Word
Excellent interpersonal, written, and verbal communication skills
Public sector procurement experience
Construction, facilities management, engineering, IT, museum operations, exhibits, conservation, or professional services procurement
Competitive bidding and solicitation development
Procurement legislation, trade agreements, and procurement best practices
Electronic procurement and bidding platforms
Fluently bilingual in English and French with excellent verbal and written communication skills
