Reporting to the Assistant Controller - Capital, and under the general direction of the ICIP Program Manager, the Capital Projects Accountant is responsible for carrying out the financial management and accounting functions associated with the Transit capital projects as well as the delivery of the Department's six Investing in Canada Infrastructure Program projects valued at $539 million.
The incumbent will have a significant role in providing expert advice on all of the Department’s capital projects; timely and accurate cash flow forecasting, capital reporting and accounting within the City policy framework, analyzing procurement documents, processing progress payments and working with other levels of government on funding claims.
This position provides the expertise necessary for the maintenance of capital account structures within the City's financial reporting system, timely processing of capital payments, accurate budgetary and commitment control, capital reporting, capitalization of assets, reserve fund accounting and reporting, and administering of funding agreements. It is also the Department's expert for PeopleSoft Asset Management, Cash Flow, and Project modules. in addition the Capital Projects Accountant would provide advice and guidance for City-wide capital initiatives.
As the Capital Projects Accountant, your duties will include:
- Liaise with Infrastructure Canada, the Province of Manitoba, internal stakeholders and external consultants to ensure compliance with the terms and conditions of financing agreements.
- Prepare financial claims and audit backup in accordance with the financing agreement and resolves issues as they arise.
- Perform all financial management and the accounting functions required for the Department's capital projects.
- Participate in the Department's capital program.
- Review of capital project and program procurement documents, funding agreements and budgets.
- Prepare reporting and funding claims for other levels of government.
- Prepare quarterly financial reports for Transit's capital projects.
- Set up payment structure and monitoring for Transit's capital projects.
- Perform financial analysis on in year Administrative capital reports prepared by divisions.
- Lead financial projects for the Department as required.
- Lead the capital year-end reporting process for the Department
- Assist other areas of the department and work on special projects as required.
Your education and qualifications include:
- Bachelor’s degree in Commerce, Accounting, Finance or Business.
- A Chartered Professional Accountant (CPA) professional accounting designation in good standing.
- 5 years of directly related experience in an accounting environment.
- Knowledge of the City’s capital budget process, project management processes and asset management processes would be an asset.
- Ability to understand the applicable business environment and financial aspects of capital project and asset management.
- Knowledge of private construction, capital project contractor and consultant practices would be an asset.
- Demonstrated knowledge of financial records and systems with demonstrated ability to analyze and interpret complex accounting, financial and statistical reports.
- Knowledge and understanding of P3 partnerships and their financial structure is desirable.
- Ability to undertake economic impact, cost-effectiveness, and other analytic studies that form the basis of reports and decision-making.
- Ability to work cooperatively and effectively with City Staff, Senior Administration, Department Heads, contractors, consultants, and other external groups.
- Demonstrated ability to communicate effectively both orally and in writing.
- Demonstrated ability to plan, organize and prioritize workload and to meet deadlines.
- Knowledge of strong project management skills.
- Knowledge of the capabilities and application of computerized financial systems especially those more particular with life cycle costing, project management and asset inventory systems; ability to utilize PeopleSoft would be an asset.
- Demonstrated ability to utilize a variety of computer applications in particular Microsoft Office Suite (Excel, Word, and PowerPoint).
- Demonstrated ability to work with minimum supervision.
