Objective:
Provides strategic leadership for the development, expansion and sustainability of OFIFC learning partnerships, instructor excellence and revenue-generating training initiatives. The manager oversees instructor teams, strengthens external and community partnerships and advances innovative learning opportunities that support organizational growth, sector capacity development and culturally grounded training delivery.
Key Deliverables:
- Develop and sustain strategic learning partnerships that expand OFIFC training opportunities, organizational visibility and sector engagement.
- Strengthen instructor supervision, coaching and professional development.
Lead the development and implementation of revenue-generating training initiatives that align with organizational priorities and community needs.
Key Responsibilities:
Learning Partnerships and Business Development (40%):
- Lead the development and coordination of strategic partnerships with Indigenous organizations, post-secondary institutions, ministries, and sector partners to expand learning and training opportunities
- Identify, pursue and support revenue-generating opportunities related to training delivery, curriculum development, facilitation services and organizational learning initiatives.
- Support the development or partnership agreement, memorandums of understanding, letters of agreement, and collaborative training plans aligned with organizational priorities.
- Collaborate with internal leadership and external stakeholders to identify emerging training needs and opportunities for growth.
- Represent OFIFC as technical support in partnership meetings, conferences, working groups and sector engagement opportunities related to learning and training initiatives.
- Monitor partnership outcomes, training participation and organizational impact to support sustainability and continuous improvement.
- Support the development of strategic approaches to increase organizational visibility and strengthen OFIFC’s role as a leader in lifelong learning.
- Collaborate with finance to support budget planning, revenue tracking, contract monitoring and final reporting related to training initiatives and partnerships.
Learning Excellence, Curriculum and Training innovation 35%)
- Lead the continuous improvement of OFIFC learning and training initiative to ensure high-quality, culturally grounded and community-responsive learning experiences
- Leads the coordination and continuous improvement of accredited post secondary and progressional learning programs, ensuring compliance with academic, partnerships and quality assurance requirements.
- Strengthen and manage partnerships related to accredited learning initiatives by coordinating program delivery, supporting academic collaboration, monitoring program quality and advancing pathways for learners
- Support the development, review and enhancement of curriculum, facilitator resources, learning materials and delivery approaches across learning initiatives
- Ensure training delivery reflects Indigenous pedagogies, relational learning approaches, trauma-informed practices and culturally safe facilitation methods.
- Support the development of innovative learning models, including virtual learning, blended learning, land-based education and community-based delivery approaches.
- Coordinate quality assurance activities related to training standards, learner experiences, accessibility and curriculum consistency.
- Identify emerging sector trends, community priorities and training needs to inform future learning initiatives and program development.
- Collaborate with leadership to align learning initiatives with organizational strategic priorities, sector needs and long-term capacity building goals.
- Explore opportunities to expand training accessibility and partnerships through regional partnerships and innovative delivery strategies.
Administrative Support, Team Management and Financial Administration (25%):
- Collaborates with leadership to support knowledge sharing, cross-departmental coordination and research-informed practices within registrar and learning services operations
- Maintains operational documentation, process improvements and learner services practices to support organizational learning, continuity and service excellence
- Provides direct supervision and leadership to 5 assigned staff, including coaching, mentoring, performance management, and professional development.
- Establish clear expectations, priorities, and work plans for staff, ensuring workloads are effectively managed and team objectives are achieved.
- Monitor staff performance and implement the performance management process, addressing performance concerns in collaboration with Human Resources.
- Participate in recruitment, selection, onboarding, and termination processes within the area of responsibility.
- Ensure effective delegation of responsibilities and monitor progress toward deliverables and team outcomes.
- Oversee staff attendance and time reporting, approving leave requests and verifying timesheets to ensure accountability and operational continuity.
- Maintains consistent collaboration with the Human Resources department to address staffing needs, workplace concerns, and policy compliance.
- Ensure staff adherence to OFIFC Human Resource policies, procedures, and organizational standards, and promote a respectful and accountable workplace culture aligned with OFIFC values.
Education/Work Experience:
- An undergraduate degree in Adult Education, Indigenous Studies Business or related field, or an equivalent combination of education and/or experience with emphasis on Indigenous connections, lived experience, and learning;
- 3-5 years’ experience in learning and development, training coordination, partnerships develop or adult education environments.
- 3-5 years management experience in education, Not-for-Profit or community sector.
- Experience developing partnerships, coordinating collaborative initiatives with Indigenous communities, organizations or post-secondary institutes.
- Strong understanding of Indigenous approaches to learning, relationship building and community engagement.
