Under the general direction of the Assistant Controller - Revenue, the Superintendent of Meters is responsible for the overall supervisor of staff; development, procurement, implementation and maintenance of systems that ensure accurate measurement of water and sewer usage for customers of the Water and Waste Department; detailed review and analysis of customer related water consumption data; coordination of meters related projects using internal and external resources.
The Superintendent of Meters brings strong technical and analytical skills to the Division and establishes priorities and coordinates the implementation of best practices in metering, meter reading and related technologies. In addition, the Superintendent of Meters is responsible for ensuring that escalated customer service issues are dealt with in an effective and customer focused manner.
As the Superintendent of Meters, you will:

Manage human resources issues within the Meters area.

Supervise and participate in the design, implementation, assessment and enhancement of meter reading strategies.

Lead the design and implementation of processes that improve the fair and equitable metering of water and sewer consumption for customers of the Water and Waste Department.

Be responsible for resolving escalated customer issues.
-
Be responsible for management of the Adjustment of Sewer Charges Program.

Prepare and recommend the Meters Section operating budget. Coordinate the administration of the budget, monitors expenditures and prepares budget projections for the area. Provide input for the capital budget.

Perform other duties as assigned.
Your education and qualifications include:

Diploma or a Bachelor's degree in a technical field such as science or engineering and additional training in Human Resources, Accounting or Business planning, (a Certificate or a Diploma in Management preferred), or equivalent related experience.

Minimum four years of prior related experience.

Demonstrated knowledge of the Water and Sewer By-laws.

Demonstrated knowledge of metering applications.
-
General knowledge of utility billing systems.
-
Demonstrated knowledge of meter management systems.
-
Demonstrated knowledge of meter reading and inspection procedures.
-
Demonstrated ability to effectively supervise a group of technical and clerical staff.

Experience in writing reports and making presentations.

Knowledge of collective agreements in effect for the Departmental employees.

Demonstrated computer skills with demonstrated ability to operate within a Windows based environment using Microsoft Office Suite, including Word, Excel, Access, and Power Point.

Demonstrated skills in decision making, problem solving, technical, and analytical processes.

Demonstrated knowledge of budgeting and forecasting processes.

Demonstrated ability to work effectively under minimal supervision.

Demonstrated ability to communicate effectively, both orally and in writing with internal staff and external customers.
