Reporting to the Director of Concessions for Infrastructure, the Bid Manager is responsible for the development of projects from project identification through selection until financial close. As a member of a project’s equity and development team, the Bid Manager will have responsibility for the day to day coordination and functioning of the project team during the procurement phase. The essential functions and responsibilities of the Bid Manager include: As a Bid Manager at Graham Capital you will:
Leading and facilitating large civil infrastructure bids under the alternative delivery and P3 (public private partnership) model
Providing strategic input in the development of winning bid strategies, considering opportunity, risk, and cost analysis
Coordinating and developing RFQ and RFP submissions, ensuring the project deliverables are completed on time, within budget and to the satisfaction of the client;
Preparing and maintaining the bid budget and other project management documentation as requested;
Managing and negotiating the engagement of project advisors and liaising with advisors throughout procurement through to close
Administering and managing day to day performance of the bid, including the logistics of proposal production;
Managing and liaising with the leaders of the sub-groups to ensure all aspects of the bid are progressing in accordance with the timetable;
Ensuring that problems are identified and that solutions proposed are implemented;
Facilitating team integration, including cross-divisional collaboration to structure winning bids
Contributing to RFQ and RFP submission drafting, creating technically precise and compelling material
Preparing for and assisting in the document reviews of the submission documents – ensuring issues are accurately modified as required based on these reviews;
Assisting in the review of commercial documentation related to the project (i.e. Project Agreements, drop down contracts, Interface Agreements);
Reviewing and developing commercial risk registers;
Attending client meetings to represent Graham Capital and liaising with the clients throughout the bid process;
Assisting the (Project) Director in securing internal approval to invest equity and any other corporate commitments at each stage of the bid and prior to financial close;
After appointment of preferred bidder, participating in the contract negotiation phase jointly with the clients’ project director; and
Participating in the commercial and financial close negotiations.
Any other responsibilities as required. To be Successful at Graham Capital Partners, you will have the following qualifications and experience:
Post-secondary degree
MBA, JD, or other advanced degree will count toward experience
3 to 5 years’ experience working on alternative project delivery or P3 pursuits
Experience in procuring major civil construction projects with joint venture partners ($100M+)
Excellent organizational and planning skills with attention to detail
Strong presentation, communication and negotiating skills
Understanding of the players in the Canadian P3 marketplace
Entrepreneurial mindset with an ability to work with a high degree of autonomy while also working in a collaborative team setting and complex project team structure
