Raise is currently hiring a Business Process & Governance Consultant – Transmission Capital Programs on behalf of our client. Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Program & Contract Management (PCM) – Transmission Capital Programs team is responsible for managing critical provincial transmission maintenance and large-scale capital replacement programs. The team applies rigorous program management principles to driving consistency, continuous improvement, and operational excellence across 's electricity system.
We are seeking an experienced Business Process & Governance Consultant to lead process optimization, governance development, and organizational change initiatives. Operating at the intersection of business operations, process improvement, and stakeholder leadership, you will work with cross-functional teams to identify operational gaps, facilitate alignment workshops, and define future-state processes.
This role is ideal for a self-starter who thrives in complex, ambiguous environments, excels at building cross-functional relationships, and can drive meaningful action through collaboration and influence rather than direct authority.
Responsibilities

Process Improvement & Business Transformation
-
Lead business process mapping, redesign, and optimization initiatives to improve efficiency, consistency, and overall business performance across Transmission Capital Programs.

Translate complex, ambiguous operational challenges into structured, actionable improvement plans.

Stakeholder Engagement & Workshop Facilitation
-
Facilitate high-impact workshops and working sessions with diverse, cross-functional stakeholder groups to gather requirements, map workflows, and build consensus.

Bridge gaps between different business units and project delivery teams, managing competing priorities to drive alignment on future-state goals.

Governance & Documentation Development
-
Design and establish sustainable governance frameworks, standards, and performance metrics.

Author clear, comprehensive business documentation, including Standard Operating Procedures (SOPs), manuals, and policy frameworks.

Change Management & Leadership Communication
-
Support organizational change management by contributing to communications, training programs, and adoption strategies to ensure process changes stick.
Prepare and deliver high-quality presentations and briefings for executive-level leadership to support data-informed decision-making.

Qualifications
-
9 years of Direct experience leading business process mapping (BPM), process redesign/optimization, governance framework development, and standard operating procedure (SOP) creation.

Demonstrated ability to lead complex stakeholder workshops and extract clear requirements from multi-disciplinary groups.

Strong relationship management skills with a proven ability to drive action and alignment across organizational boundaries through influence.

High level of comfort preparing and delivering clear, concise presentations to executive and senior leadership.

Comfort working in complex, fast-paced environments with the ability to create order, structure, and clarity out of high ambiguity.

Education and Certifications

Bachelor's Degree in Engineering, Business, Economics or related discipline

Project Management Professional (PMP®) designation, preferred

Formal training or certification in Lean, Six Sigma, or structured Change Management (e.g., Prosci). (nice to have)

Location: Remote (Candidates must reside anywhere within British Columbia)

Travel Requirements: Quarterly travel to offices/sites for key meetings as required. (Subject to contractor expense policy; travel time is not compensable).

Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.

Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
