The Town of Qualicum Beach is in search of a dynamic and motivated professional to fill the permanent position of Superintendent of Operations within the Infrastructure Services Department.
Reporting to the Manager of Operations and working closely with the Director of Infrastructure Services, the Superintendent is responsible for leading the day-to-day operations of the Town's Public Works and Parks functions while implementing the operational components of the Town's Asset Management Program. This position translates asset management strategies, maintenance plans, lifecycle programs, and service levels into daily operational activities, ensuring municipal infrastructure and public spaces are maintained safely, efficiently, and in accordance with established standards.
The Superintendent provides leadership and direction to operational staff through the Forepersons, supports continuous improvement initiatives, and ensures municipal infrastructure and assets are maintained in compliance with applicable legislation, regulations, and Town standards.
Typical duties will include:
- Leading the day-to-day operations of Public Works and Parks, including roads, drainage, parks, trails, and other municipal infrastructure;
- Implementing Asset Management Program work plans, maintenance strategies, lifecycle programs, and service levels;
- Coordinating and directing Forepersons on operational priorities, seasonal programs, emergency response, and special projects;
- Providing leadership, coaching, performance management, and employee support in coordination with Human Resources and the Manager of Operations;
- Supporting capital projects by coordinating operational resources and field activities;
- Monitoring service delivery, maintaining operational records, and supporting the Town's Asset Management Program;
- Promoting a strong safety culture and ensuring compliance with WorkSafeBC requirements, environmental regulations, and Town policies;
- Preparing operational reports and responding to inquiries from staff, contractors, agencies, and the public.
Qualified candidates will possess:
- Diploma, trades qualification, technical certification, or degree in a related discipline, or an equivalent combination of education and experience;
- Minimum five (5) years of progressively responsible experience in municipal infrastructure operations or a related field;
- Minimum five (5) years of supervisory experience, preferably in a unionized environment;
- Demonstrated knowledge of municipal operations, asset management principles, and applicable legislation;
- Strong leadership, communication, organizational, and problem-solving skills;
- Ability to interpret engineering drawings and technical specifications;
- Proficiency with Microsoft Office and the ability to learn corporate software, including GIS and asset management systems;
- Valid Class 5 BC Driver's Licence with a satisfactory Driver's Abstract.
This is an exempt position that offers an excellent benefit package including our commitment to ongoing training and competitive annual compensation in the range of $119,834-$130,946 with final placement based on qualifications andexperience. The successful candidate will be expected to work 40 hours per week, Monday to Friday and must be willing and able to work flexible hours, including evenings and weekends, as required.
