The Town of Gander is currently accepting applications for a Permanent Full Time Development and Building Services Consultant position within the Planning and Public Works Department.
POSITION IDENTIFICATION
The Development and Building Services Consultant is responsible for facilitating and coordinating development activities within the Town of Gander while ensuring compliance with the Municipal Plan, Development Regulations, applicable legislation, and Council policies.
The position serves as a key liaison between developers, property owners, consultants, Council, and Administration to help advance responsible development opportunities, support housing initiatives, and improve the overall development experience.
The Consultant provides professional advice on land use planning, development applications, permitting processes, growth-related initiatives, and strategic planning matters. The role emphasizes solutions-oriented service delivery, cross-departmental coordination, process improvement, and data-informed decision-making to support community growth and economic development.
MAJOR DUTIES AND RESPONSIBILITIES
Development Facilitation & Growth Management
Serve as the primary point of contact for development proponents, property owners, consultants, and investors seeking to advance projects within the Town; Facilitate development applications and guide applicants through municipal approval processes to support timely and predictable outcomes; Coordinate and manage the review of development proposals across municipal departments and external agencies; Evaluate development proposals from planning, infrastructure, servicing, strategic growth, and economic development perspectives; Identify development barriers and recommend practical solutions to improve development approvals, customer service, and regulatory processes; Support implementation of Council priorities related to housing, economic development, growth management, and land development; Participate in strategic planning initiatives, growth studies, housing initiatives, and land use planning projects.
Process Improvement & Modernization
Review, evaluate, and recommend improvements to development regulations, policies, procedures, application processes, and permitting systems; Support implementation of digital technologies, GIS tools, data management systems, and process improvements that enhance service delivery; Monitor application trends, development activity, housing growth, demographic data, and related indicators to support evidence-based decision-making; Develop performance metrics and reporting tools to improve transparency and efficiency in development services.
Advisory & Corporate Support
Prepare reports, briefing notes, recommendations, presentations, and policy analyses for Administration and Council; Provide objective, professional, and defensible advice on complex development, zoning, planning, and growth-related matters; Support public engagement activities, stakeholder consultations, and meetings related to development and planning initiatives; Promote consistent, fair, transparent, and defensible application of municipal regulations and policies.
Relationship Management
Build positive working relationships with developers, residents, consultants, government agencies, and other stakeholders; Work collaboratively with Planning and Public Works, Economic Development, and Corporate Services staff to advance development initiatives; Foster a customer-service-focused environment while balancing regulatory requirements and community interests.
WORKING CONDITIONS
Manual dexterity is required to use desktop computer and peripherals; Overtime as required; Lifting or moving up to 50 lbs. may be required; Work is typically performed in a favourable office setting; Some field work may be required.
EDUCATION AND TRAINING
An equivalent combination of education and experience in community development planning, urban planning, or Geographic Information Systems (GIS) may be considered; Minimum of two (2) years’ experience in community planning or a related field; Experience supporting development projects, land use planning, economic development initiatives, housing programs, or municipal growth management; Demonstrated ability to interpret legislation, policies, and regulations and apply them in practical and solutions-focused ways; Experience using GIS, development tracking systems, permitting software, database systems, or analytical tools; Strong research, analytical, problem-solving, and report-writing skills; Demonstrated ability to manage multiple projects and stakeholders simultaneously; Working knowledge of housing policy, municipal infrastructure planning, and growth management principles would be considered an asset; Industry-specific certifications, such as Certified Community Planner (MCIP/RPP) designation through the Canadian Institute of Planners (CIP) or eligibility for membership with the Newfoundland and Labrador Association of Professional Planners (NLAPP), would be considered an asset; Knowledge of ESRI GIS products and applications, AutoCAD, municipal planning processes, and relevant legislation, including the Urban and Rural Planning Act, 2000, Municipalities Act, 1999, Local Service District regulations, and applicable building codes, would be considered an asset.
KNOWLEDGE, SKILLS & ABILITIES
Proficiency in Microsoft Office 365; Must have a valid Class 5 Newfoundland and Labrador driver’s licence; Clear certificates of conduct, including an RCMP Criminal Record Check and a Provincial Court Check, are conditions of employment; Proven ability to maintain confidentiality, manage high volumes of work, and meet deadlines; Strong work ethic with a positive team attitude; Strong oral and written communication skills.
SALARY: Non-Unionized position, 35 hours/week - $64,773.80 - $75,238.80
