Employer Partnerships & Talent Placement Manager – International Professionals

About the Role
We are seeking an experienced Employer Partnerships & Talent Placement Manager to identify and develop relationships with Canadian employers and create employment opportunities for our pipeline of pre-screened, professionally trained and vetted international candidates.
Our international client and candidate network is primarily focused on professionals from the United States, Africa, Latin America and South America.
This is an employer-facing business development and placement role. The successful candidate’s primary responsibility will be to source and develop employers—not recruit candidates.
Geographic Focus
The successful candidate will actively develop employer relationships throughout:
- Ontario
- Quebec
- Atlantic Canada – New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador
- Rural and smaller communities experiencing skilled workforce shortages will be a particular focus.
Key Responsibilities
- Proactively source Canadian employers with current or anticipated hiring requirements.
- Develop relationships with business owners, HR departments, hiring managers and recruitment decision-makers.
- Build a strong employer network across Ontario, Quebec and the Atlantic provinces.
- Develop relationships with employers in rural and smaller communities where international talent may help address workforce requirements.
- Introduce employers to our pipeline of vetted, trained and employment-ready international professionals.
- Obtain qualified job opportunities and understand each employer’s hiring requirements.
- Match appropriate candidate profiles with employer needs and present candidates for consideration.
- Coordinate interviews and follow up throughout the placement process.
- Build relationships with chambers of commerce, economic-development organizations, industry associations and workforce-development organizations.
- Develop long-term employer accounts capable of generating repeat placement opportunities.
- Maintain employer, vacancy, candidate and placement activity within the company’s CRM.
- Coordinate with our training, recruitment and business-development teams.
- Refer immigration-related matters to the company’s RCIC or other authorized immigration professional.
Qualifications
- Minimum 5 years of experience in recruitment, staffing, employer relations, workforce development, talent acquisition or recruitment business development.
- Proven ability to source, approach and develop Canadian employers.
- Existing employer relationships in Ontario, Quebec and/or Atlantic Canada are highly desirable.
- Experience obtaining job orders, recruitment mandates or employer hiring opportunities.
- Experience working with rural or smaller-community employers is an asset.
- Fluency in English and French OR English and Spanish is considered a strong asset.
- Strong business-development, employer-outreach, presentation and relationship-management skills.
- Experience with internationally trained professionals or international recruitment is an asset.
- Ability to independently manage an employer pipeline from initial outreach through candidate placement.
- Willingness to travel to meet employers and develop regional relationships.

Ideal Candidate
Our ideal candidate has 5+ years of Canadian staffing, recruitment or employer-development experience and already understands how to get in front of employers, HR professionals and hiring managers.
We are particularly interested in someone who can independently open doors with employers across Ontario, Quebec and Atlantic Canada, including rural and smaller communities.
The successful candidate will represent a pipeline of vetted international professionals from the United States, Africa, Latin America and South America, positioning qualified candidates for genuine Canadian employment opportunities.
This role is best suited to a relationship-driven recruitment professional who enjoys building employer accounts, creating hiring opportunities and converting employer relationships into successful placements.
Pay: $1,200.00-$1,500.00 per week
