Raise is currently hiring a T-Lines Maintenance Construction Manager on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Construction Officer for Transmission Lines Maintenance will lead and oversees construction activities for complex utility projects, ensuring they are completed safely, with high quality, within budget, and on time. This pivotal role is designed to expand operational capacity, allowing the current construction management team to maintain a strong focus on planned work and system reliability during active trouble response and emergency outages. Additionally, the successful candidate will provide critical, out-of-scope technical support to the Operations, Maintenance, and Assessment (OMA) team by executing detailed switch inspections aligned with upcoming switch replacement schedules.
Responsibilities
- Construction Oversight & Project Delivery

Lead Field Execution: Manage and coordinate day-to-day construction activities for high-complexity utility projects, ensuring alignment with engineering designs, quality benchmarks, and tight project timelines.

Resource & Contract Management: Manage the allocation of materials, financial budgets, and human resources. Apply robust technical expertise in construction methodologies, cost estimating, and contract management to drive efficiency.

Trouble Response Enablement: Proactively support and alleviate workload bottlenecks during trouble response events, protecting the continuity of planned capital and maintenance work.

Specialized OMA Support: Collaborate directly with the Operations, Maintenance, and Assessment (OMA) team to perform technical switch inspections, seamlessly coordinating these assessments with planned switch replacement schedules.

Safety, Risk, & Compliance

Safety Leadership: Prioritize a zero-injury culture. Perform regular Safe Work Observations (SWOs), provide immediate constructive feedback to field crews, and apply a deep understanding of WorkSafeBC and Occupational Safety and Health (OSH) regulations.

Risk Mitigation: Identify, analyze, and monitor project risks (including safety, environmental, reputational, and Indigenous relations). Develop and execute comprehensive mitigation strategies throughout the project lifecycle.

Stakeholder & Indigenous Relations

Collaborative Communication: Respond to internal and third-party construction inquiries, serving as a reliable point of contact for project updates.

Relationship Management: Build and maintain positive, collaborative relationships with community stakeholders, contractors, and First Nations, ensuring BC Hydro policies and consultation protocols are strictly followed.

Subject Matter Expertise: Act as a technical expert on internal committees and project teams to foster continuous improvement and build future capability
Qualifications

(9) years of construction management experience, specifically within utility operations, electrical distribution/transmission systems, or high-stakes industrial infrastructure.

Proven track record coordinating, supporting, and supervising PLT work and heavy utility crews.

Direct experience in utility operations, outage coordination, and asset maintenance management.: Strong working knowledge of project management principles and utility construction methodologies.

Deep understanding of safety standards, including OSH standards and WorkSafeBC regulations.

High-caliber communication, negotiation, and persuasive influencing skills, with the ability to manage complex technical documentation and speak professionally in a corporate and field environment.

Education and Certifications

Degree: Bachelor’s degree in Civil, Electrical, or Mechanical Engineering, or an equivalent combination of technical training and extensive field leadership experience.

Asset Certification: Certified Power Line Technician (PLT) designation is highly desirable.
Additional Information
- Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
Every contractor must supply their own “Smart Phone”. This is needed to gain access to the Organizations network.
