About the Role
Gastown Business College is seeking an experienced and highly organized Compliance and Quality Assurance Manager to oversee regulatory compliance, quality assurance, institutional policies, and government reporting requirements. This position plays a critical role in ensuring that the institution maintains full compliance with all applicable provincial and federal regulatory requirements, including those related to private post-secondary education, student financial assistance, and quality assurance frameworks.
The Compliance and Quality Assurance Manager will work closely with senior leadership, academic departments, admissions, finance, student services, and external regulatory bodies to support institutional compliance and continuous improvement initiatives.
Key Responsibilities
Regulatory Compliance & Governance
- Monitor and ensure compliance with all applicable regulatory requirements, policies, and standards.
- Serve as the institution's compliance lead for interactions with regulatory agencies and government bodies.
- Maintain institutional compliance with:
- Private Training Institutions Regulatory Unit (PTIRU) requirements
- StudentAid BC designation and audit requirements
- Education Quality Assurance (EQA) standards
- Immigration-related compliance requirements for international students
- Privacy and records management requirements
- Track regulatory updates and advise senior leadership on legislative and policy changes affecting operations.
Policy Development & Quality Assurance
- Develop, review, and update institutional policies and procedures.
- Conduct regular compliance audits and risk assessments.
- Lead internal quality assurance reviews and compliance monitoring activities.
- Maintain compliance calendars and regulatory reporting schedules.
- Ensure institutional publications, website content, and student documentation remain compliant.
StudentAid BC & Financial Aid Compliance
- Oversee StudentAid BC compliance and designation requirements.
- Coordinate student file audits and funding reviews.
- Ensure accurate maintenance of student records and supporting documentation.
- Monitor institutional compliance with student financial assistance requirements.
PTIRU & Program Compliance
- Coordinate new program applications, program changes, and institutional change submissions.
- Prepare supporting documentation for regulatory submissions.
- Maintain approved program records and regulatory correspondence.
- Monitor admissions, attendance, grading, refund, and student record processes for compliance.
Compliance Audits & Reporting
- Prepare for and manage regulatory audits, inspections, and reviews.
- Conduct internal audits of:
- Student files
- Admissions records
- Attendance records
- Financial aid documentation
- Academic records
- Prepare reports and recommendations for senior leadership.
Training & Staff Support
- Provide compliance training to staff and faculty.
- Develop compliance resources, manuals, and standard operating procedures.
- Support departments in implementing regulatory requirements and best practices.
Risk Management
- Identify compliance risks and develop mitigation strategies.
- Investigate compliance concerns and recommend corrective actions.
- Ensure timely implementation of corrective action plans.
Qualifications
Required
- Bachelor's degree in Education, Business Administration, Public Administration, Law, Compliance, Quality Assurance, or a related field.
- Minimum 3–5 years of compliance, regulatory affairs, quality assurance, or post-secondary administration experience.
- Strong understanding of private post-secondary education regulations.
- Experience working with regulatory agencies and audits.
- Exceptional organizational and project management skills.
- Excellent written and verbal communication abilities.
- Advanced proficiency with Microsoft Office 365 applications.
Preferred
- Experience working in a British Columbia private post-secondary institution.
- Knowledge of:
- PTIRU requirements
- StudentAid BC designation and audit requirements
- EQA standards
- International student compliance requirements
- Experience with student information systems, LMS platforms, and compliance reporting systems.
- Legal, regulatory affairs, quality assurance, or risk management experience.
