Position Summary
The HR Representative is responsible for supporting the day-to-day human resources functions of Watari Counselling & Support Services. Working closely with the Executive Director and management team, the HR Representative provides operational HR support throughout the employee lifecycle, helping ensure consistent, fair, and legally compliant employment practices.
This role balances employee support with organizational needs by coordinating recruitment, onboarding, benefits administration, performance management processes, policy implementation, employee records, HR reporting, and volunteer HR administration. The HR Representative acts as a trusted resource for managers, employees, and volunteers while fostering a respectful, inclusive, and psychologically safe workplace. Complex employee relations matters, investigations, and legal issues may be supported by external HR consultants and legal counsel as required.
Key Responsibilities
Recruitment and Onboarding
- Coordinate recruitment activities from posting through hiring.
- Prepare employment agreements and offer packages.
- Conduct new employee orientation and onboarding.
- Coordinate criminal record checks, credential verification, and reference checks.
- Maintain recruitment records and applicant tracking.
- Support managers throughout the hiring process.
Volunteer Human Resources Administration
- Coordinate the onboarding process for new volunteers, including orientation, required documentation, confidentiality agreements, and organizational policies.
- Maintain accurate and confidential volunteer records, including contact information, applications, criminal record checks (where required), training records, and signed agreements.
- Ensure volunteers complete required onboarding and mandatory training before beginning their volunteer roles.
- Support managers in recruiting and onboarding volunteers for organizational programs and events.
- Maintain and update volunteer policies, procedures, and onboarding materials to ensure consistency and compliance with organizational standards.
- Assist in coordinating volunteer recognition initiatives and maintaining records of volunteer service.
- Work collaboratively with program managers to ensure volunteers are appropriately supported and aligned with Watari's mission, values, and service standards.
Employee Relations
- Create a trusted and supportive environment for employee HR inquiries.
- Provide guidance regarding organizational policies and procedures.
- Support managers in addressing attendance, performance, workplace conduct, and employee concerns.
- Assist with documentation related to performance improvement and disciplinary processes.
- Promote respectful workplace practices and conflict resolution.
- Escalate complex matters to the Executive Director and external HR advisors when appropriate.
HR Administration
- Maintain accurate employee personnel files and HR records.
- Prepare employment letters, contract amendments, and confirmation letters.
- Track probation periods, contract end dates, certifications, and mandatory training.
- Administer employee leave programs, including vacation, sick leave, statutory leaves, and accommodations.
- Coordinate employee exit processes and offboarding.
Benefits and Payroll Support
- Administer employee benefit and pension enrollments, changes, and terminations.
- Coordinate with payroll regarding employee changes.
- Maintain accurate employee information for payroll processing.
- Support annual benefits renewals and employee communications.
Performance Management
- Coordinate annual performance review processes.
- Track completion of probationary and annual evaluations.
- Support managers with performance documentation and coaching resources.
- Assist with employee development planning.
Policy Development and Compliance
- Maintain and update HR policies and procedures.
- Assist with policy implementation and employee communication.
- Monitor compliance with employment legislation, organizational policies, and collective practices where applicable.
- Foster and contribute to a workplace culture of safety and support.
- Support organizational compliance with WorkSafeBC requirements, privacy legislation, and employment standards.
Health, Safety and Wellness
- Support workplace health and safety initiatives.
- Coordinate mandatory workplace training.
- Assist with return-to-work planning and workplace accommodations.
- Participate in health and safety committees where required.
- Foster psychological health and safety in the work environment.
- Promote employee wellness initiatives.
Training and Organizational Development
- Coordinate employee learning and development opportunities.
- Maintain training records.
- Assist with organizational change initiatives.
- Support leadership development activities.
HR Reporting
- Prepare HR reports and metrics for the Executive Director and Board as required.
- Track turnover, vacancies, recruitment activity, training completion, and other workforce metrics.
- Support organizational planning through HR data analysis.
Qualifications

Diploma or Bachelor's Degree in Human Resources, Business Administration, or related field.
- CPHR designation (or working toward the designation) is considered an asset.
- Minimum 3–5 years of progressive HR experience.
- Experience in the nonprofit, social services, healthcare, or community sector is considered an asset.
- Experience supporting volunteer programs within a nonprofit organization is considered an asset.
- Strong knowledge of the BC Employment Standards Act, Human Rights Code, WorkSafeBC requirements, and privacy legislation.
- Experience supporting recruitment, employee relations, and HR administration.
- Excellent written and verbal communication skills.
- Strong organizational skills and attention to detail.
- Ability to manage confidential and sensitive information with professionalism.
- Proficiency with Microsoft Office and Collage an asset.
