Job Summary
- We are seeking a dynamic and detail-oriented Senior Technical Writer to develop clear, accurate, and user-friendly technical documentation that supports product adoption, implementation, and ongoing use by both technical and non-technical audiences.
- Standardize documentation practices, ensuring consistency in structure, tone, and formatting across all deliverables while aligning with organizational and compliance requirements. to fulfill a DND Contract for approximately 48 Weeks.
- The organization requires high-quality documentation to support evolving products, systems, and internal processes, driven by recent enhancements, feature releases, or platform changes.
- Existing documentation is incomplete, outdated, or inconsistent, creating a need for a dedicated technical writing resource to audit, update, and expand content in collaboration with subject matter experts.
Scope of work
The Department of National Defence (DND) requires professional services to support the continued modernization of the Canadian Armed Forces (CAF) recruiting capability through the evolution of the Digital Recruitment System (DRS) omnibus project. Online Application Portal version 2.0 is a sub-project of DRS which will focus on transitioning from an in house web portal to a modern, cloud based solution leveraging the Salesforce platform. However, it must continue to integrate with existing enterprise systems, include connectivity to mission critical mainframe hosted Canadian Forces Recruiting Information Management System (CFRIM 2) and Military Command Software (MCS) databases. The services must support scalable digital integration, protect sensitive data, and sustain high volume mission critical operations, requiring specialized mainframe database expertise to ensure continuity, performance, and compliance.
Tasks
The resource will assist the DND Project Manager (PM) with the following:
- Identify the requirements for various documents, including manuals, design documentation, test documentation, user guides, training material, online help, and implementation guides for each major capability release;
- Coordinate the development and formal release of documentation with various functional managers and team leads for each major capability release;
- Develop templates for various documents that follow Government of Canada documentation standards for each major capability release;
- Plan, design, edit and in some cases generate final releasable versions of various documents, including manuals, design documentation, test documentation, user guides, training material, online help, and implementation guides for each major capability release;
- Conduct quality assurance reviews of various documents for each major capability release;
- Participate in various design reviews including preliminary Design Reviews, Critical Design Reviews, Test Readiness Reviews and Formal Qualification Reviews and capture meeting minutes and records of decision;
- Capture meeting minutes and records of decision for other meetings as required;
- Coordinate/assist with the translation of various documents for each major capability release;
- Provide technical documentation advice and guidance to Project team as required
- Draft briefing notes, presentations, status reports, agendas, minutes and other responses to Project as required;
- Attend and actively participate in meetings and prepare records of discussion; and
- Draft progress reports.
Constraints
- ·The work will be performed at DND facilities located at Carling Campus, 60 Moodie Drive, Ottawa. Access to DND facilities will be available to the Contractor provided resource(s) Monday-Friday, 0700h – 1700h.
- Due to the current circumstances, the contractor may choose hybrid work with the prior authorization of the Technical Authority until further advised.
- The contractor will be provided a DND laptop, network account and PKI card for remote work access to the DWAN as well as an Office 365 Cloud account which will require a second device along with the device using Office 365 for two-factor authentication.
Qualifications
The proposed resource must clearly demonstrate a minimum of five (5) years’ experience within the last ten (10) years providing technical writing and documentation services in a large, complex IT environment.
This experience must include a minimum of three (3) years within the last five (5) years producing technical documentation for enterprise-level applications, including at least three (3) of the following document types:
- System or Solution Design Documents ·
- User Guides or Operational Manuals ·
- Test Plans, Test Reports, or Test Readiness Documentation ·
- Training Materials or Online Help Content ·
- Implementation or Deployment Guides
The proposed resource must demonstrate a minimum of three (3) years’ experience within the last five (5) years experience coordinating documentation development with multiple stakeholders, including technical teams, project managers, and functional authorities, within large or complex IT environments.
The experience must include:
- Developing documentation in accordance with Government of Canada documentation practices, including the use of structured templates, version control, and release management processes; · Supporting bilingual (English/French) documentation processes;
- Working on projects for the Government of Canada, the Department of National Defence (DND), or another public sector organization*; and
- Producing documentation for integrated or mission-critical systems, including environments involving cloud platforms, legacy system integration, or systems handling protected or classified information.
*A public organization is defined as a local, provincial or federal government, government service or agency, Crown Corporation or a government funded establishment.

Pay: $150,000.00-$160,000.00 per year
