Location: Abbotsford

This position requires full-time, in-office presence at the Archway Montrose location to support operational needs, team collaboration, and direct engagement with staff and leaders.

The Manager, People & Culture provides operational leadership and strategic support for key human resources functions at Archway Community Services, including labour relations, recruitment and selection, job design and evaluation, performance management, Health & Safety and organizational change.

Reporting to the Director, People and Culture, the Manager ensures the delivery of consistent, proactive, and compliant HR practices that support a positive, equitable, and high-performing workplace culture. The role is instrumental in fostering effective labour–management relationships, strengthening leadership capability, and aligning People & Culture programs with Archway’s mission, values, and collective agreements. The Manager works collaboratively with leadership, staff, and union representatives to support organizational effectiveness, mitigate risk, and drive continuous improvement across all HR functions

Your Role:

Archway’s Manager with People and Culture contributes by:

People & Culture Operations

Manages the day-to-day delivery of People & Culture services, including labour relations, recruitment, job design and evaluation, performance management, and policy implementation
Manages team workflow, assigns work, and ensures timely, consistent, and high-quality service delivery
Provides guidance to leaders on HR policies and practices, escalating complex or high-risk issues as appropriate

Labour Relations & Employee Relations

Provides guidance to leaders on collective agreement interpretation, employment legislation, and HR policies
Supports collective bargaining preparation through research, documentation, and issue tracking
Coordinates and supports grievance processes, investigations, and resolution activities in collaboration with the Director

Talent Management & Organizational Development

Supports job design and evaluation processes, including documentation and application of established frameworks
Assists with leadership recruitment, workforce planning, and succession activities
Supports implementation of performance management processes, including coaching, corrective action, and documentation

Policy, Compliance & Risk Management

Supports the development, review, and implementation of People & Culture policies and procedures
Monitors compliance with employment legislation, collective agreements, and organizational standards
Identifies risks and escalates complex or sensitive issues to the Director

Health & Safety

Supports leaders and staff in adhering to occupational health and safety practices
Participates in incident reporting, investigation, and follow-up actions
Supports return-to-work and accommodation processes in coordination with disability management

Leadership & Organizational Support

Provides coaching and guidance to leaders on people management practices and employee relations matters
Supports implementation of organizational initiatives related to culture, engagement, and change, in collaboration with the Director of People & Culture.

Our Offer

Wage: $43.96 – $46.70 per hour
A full-time position at 35 hours per week, availability Mondays to Fridays, from 8:30 AM to 5:00 PM.

Getting an Interview–you will be considered if you have:

Bachelor’s degree in Human Resources Management or a related field of study and/or appropriate combination of education and experience to ensure on-the-job success.
5 or more years of progressive HR experience, including at least 3 years in a leadership or supervisory role.

Demonstrates experience in:

- Labour relations (contract interpretation, grievances, collective bargaining support).
- Employee relations and workplace investigations.
- Supervising or overseeing disability/attendance management programs.
- Recruitment, training, and HR policy development.
- Experience in a social services, or a unionized environment is an asset.
- CPHR designation, or in progress, preferred.
- Experience in HR in a non-profit organization is a strong asset.

The Job Requires you to have:

Exceptional verbal, written, and active listening skills, with the ability to communicate clearly, respectfully, and effectively across diverse backgrounds, cultures, and language levels.
Comprehensive knowledge of relevant legislation and standards, including BC Employment Standards, the Human Rights Code, WorkSafeBC regulations, and collective agreements.
Demonstrated expertise in labour relations, conflict resolution, and negotiation, with the ability to support leaders through complex HR matters.
Skilled in conducting fair, impartial workplace investigations with discretion and professionalism.
Proven ability to coach and support staff and leaders, fostering strong interpersonal relationships and team cohesion.
High level of integrity, emotional intelligence, and professionalism in all interactions.
Deep commitment to advancing equity, diversity, and inclusion in the workplace.
Proficient in Microsoft Office 365 (Word, Excel, Outlook, PowerPoint), with the ability to create clear reports, presentations, and communications.
Strong understanding of Archway’s mission, vision, and values, and ability to align HR practices accordingly.
Effective communicator and facilitator, capable of presenting information to varied audiences in a clear, concise, and engaging manner.
Diplomatic and collaborative approach to problem-solving, with a focus on achieving results through respectful dialogue.
Skilled in prioritizing workload and responding to changing organizational needs with flexibility and efficiency.
Strong leadership and teamwork capabilities, with a focus on building inclusive, high-performing teams.
This position has extended periods of sitting and screen/keyboard use.
This position works in a demanding high-paced environment.
