JOB SUMMARY
Reporting to the Manager Health Promotion, the Comprehensive Health Promoter advances population health and health equity by translating local data, research, and community insight into coordinated, evidence-informed action. Working across the life course and a range of health promotion priorities, this role leads the planning, implementation, and evaluation of health promotion-focused programs and interventions in alignment with the Ontario Public Health Standards. With a strong focus on informing local healthy public policy, creating supportive environments, and strengthening community action, this position collaborates with intersectoral partners to co-design inclusive, culturally safe, and accessible initiatives. The Comprehensive Health Promoter influences policy and systems of change through analysis and advocacy, supports capacity-building and coalition development, and promotes collective impact to address the social determinants of health. Findings and outcomes are shared through reports and presentations to drive continuous improvement and inform decision-making across public health.
QUALIFICATIONS
EDUCATION
- Bachelor’s degree in Public Health, Health Sciences, with a focus on Health Promotion.
- Masters in public health, Health Sciences, or Community Health with a focus on Health Promotion is preferred.
KNOWLEDGE/EXPERIENCE
- Two to three years of related work experience in community-based health promotion or a public health environment.
- Demonstrated knowledge of evidence-informed approaches and comprehensive health promotion strategies rooted in health equity principles
- Demonstrated knowledge of public health, population health, comprehensive health promotion concepts, theories, models, and frameworks (e.g., Ottawa Charter, Socioecological Model)
- Demonstrated knowledge of current public health issues, procedures and legislation (Ontario Public Health Standards)
- Demonstrated ability to complete program-level planning and implementation utilizing evidence-informed public health practices

- Excellent written and verbal communication skills with demonstrated ability to synthesize complex information for a variety of audiences.
- Strong facilitation, project management, partnership/collaboration, planning, problem-solving, organizational and time management skills.
- Ability to translate theory into action, taking big ideas or topics and creating plans to impact health outcomes.
- Ability to think strategically, analytically, critically, and creatively.
- Ability to take initiative and to assess actions independently.
- Political acumen, including the ability to advocate for the development and implementation of health promotion initiatives.
- Demonstrated ability to apply core concepts, principles, theories, and research.
- Demonstrated ability to conduct situational assessments, plan and evaluate health promotion goals and objectives, develop public policy, advocate, mobilize the community, build community capacity, and develop partnerships.
- Demonstrated ability to share public health information and expertise, negotiate partnerships, and communicate public health priorities and services.
SPECIAL CONDITIONS
- Must display an acceptable comfort level with various health related topics.
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
- Vaccinations as outlined in departmental policy.
- Work flexible hours as required in response to public health issues.
